When poor old widow Berlingot asks Tyltyl and Mytyl, the young son and daughter of her more prosperous neighbors, for the loan of their pet bird to cheer up her ill daughter, Mytyl selfishly refuses. That night, when the children are asleep, the fairy Bérylune enters their home in the semblance of Berlingot, before transforming into her true beautiful appearance. The film begins in the spring of 1794, when the Reign of Terror was in full swing. On the borders of Paris, any vehicles entering Paris, including the carriage of Danton, who has just ridden in, are being searched. Robespierre, meanwhile, is sick in his bed. His landlady's daughter, Éléonore Duplay, attempts to comfort him, but is unable to. Her nephew, whom she is taking care of, is meanwhile being made to memorize lines from the Declaration of the Rights of Man and Citizen. Back in the streets of Paris, starving lines of people, waiting for bread, discuss the possible reasons for the lack of it. Whether or not it is an enemy plot, the people do know that they are hungry, and that hunger leads to revolt. Once the bread store actually opens, and they finally begin to receive their bread, they are distracted by their other source of faith and hope in life: Danton. As Robespierre is watching, Danton is swarmed by a mob of supporters and fans, who all cry out for help. Just before the French Revolution, Henriette takes her close adopted sister Louise to Paris in the hope of finding a cure for her blindness. She promises Louise that she will not marry until Louise can look upon her husband to approve him. Strong-willed, widowed schoolteacher Anna Leonowens arrives in Bangkok from Wales with her young son Louis after being summoned to tutor the many children of King Mongkut. The two are introduced to the Kralahome, King Mongkut's confidante and Siam's prime minister. His severe countenance makes Louis apprehensive, but Anna refuses to be intimidated and convinces him to disguise his fear ("I Whistle a Happy Tune"). The Kralahome explains he has come to escort them to the Royal Palace where they will live – a violation of Anna's contract, which calls for them to live in a separate house outside the walls of the palace. Despite her threat to return to Singapore, Anna reluctantly disembarks with Louis and the Kralahome.
