Synopsis
The film begins with a suicide bombing attack in Germany at a peace conference where Indian Home Minister (Sachin Khedekar) is affected by an unknown virus. In RAW headquarters, Sofiya (Amber Rose Revah) joins the investigation. RAW HQ is threatened by a threat who calls himself Doctor. In HQ, army officer Aazaan Khan (Sachiin J Joshi) is interrogated about the case because of his brother's, Aman Khan, involvement as a terrorist in the suicide bombings.Actors

The film takes place in 1825 India. The country is being ravaged by Thuggees, a Kali-worshiping cult also known as "Deceivers," who commit robbery and ritualistic murder. Widower farmer, Dayal Singh, based in Palheri in the District of Chandigarh, witnesses the exploitation of farmers at the hands of Zamindars. He decides to send his elder son, Aman, to the city to study and become a lawyer, while his second son, Jiggar, would live with him and assist him in farming. Years later, the district gets a visit from Sohan Seth, who wants to buy the farm and turn the area into a commercial zone. Aman returns home and is able to join hands with his father and brother in advising the locales against Sohan. Things get out of hand when Jiggar is arrested for Assault, and even though Aman defends him, is sentenced to five years in prison. After his discharge, Jiggar returns home to find his father bed-ridden, half of his body paralyzed, a number of farmers have committed suicide, while Aman, who has married his sweetheart-fellow lawyer, Priya, lives in the city, works for Sohan, and has been putting pressure on Dayal as well as other farmers to sell their respective farmlands.

Elaan is a declaration of war against the reign of terror unleashed by the ganglords. The story revolves around an upright and principled Police Officer, A.C.P. Ramakant Chaudhary whose eldest son Vikas is killed in a pre-planned accident. But the A.C.P. is unable to nab the culprits for want of valid evidence. Consequently, the A.C.P., his wife Revati and younger son Vishal are griefstricken over the loss of young Vikas. While the atmosphere in the city is already vitiated by the atrocities of ganglords Baba Khan and Manna Shetty who enjoy the support of some unscrupulous police personnel, the A.C.P. vows to make the ruthless gangsters bite the dust, without taking the law in his own hands. On the other hand, Vishal an angry young man, cannot stand this injustice since the police had failed to arrest his brother's killers, and he silently resents his A.C.P father's inaction in dealing with the culprits. The ideologies of the father and son clash – which lead to a conflict between a dutiful father and a reckless son. The only one who understands the agony of Vishal is Mohini, the daughter of head constable Devkinandan Sharma. The day comes when Vishal confronts Baba Khan and Manna Shetty which leads to tension and gory situation for the A.C.P., as the ganglords threaten to eliminate the A.C.P. as well as his wife Revati and son Vishal.
