Chinku is a young impish kid who lives with his greedy uncle. His life changes when he finds an enchanted talking book at a curio stall. The movie starts off with 4 friends Kalim (Angad Bedi), Gautam (Neil Bhoopalam), Maya (Kangana Ranaut) and Abhay (Randeep Hooda) starting a gang called the "Ungli" gang which fights against corruption. Their job is to bug corrupt people and teach them moral lessons quite unconventionally. They target a corrupt minister and become the most wanted people in Mumbai. Their case is the responsibility of ACP Ashok Kale (Sanjay Dutt), whose pal Nikhil Abhyankar (Emraan Hashmi) shortly joins the gang. But soon, after he faces trouble, Kaale is compelled to seek help from the gang when Nikhil helps him expose the gang's greatest target, B.R. Dayal (Mahesh Manjrekar) and his son Anshuman. Kaale instigates a sting operation against the Mumbai police and is successful in preventing his transfer. Kaale thanks the "Ungli" gang and he assures them that the city won't need an "Ungli" gang as long as the administrations are running properly in accordance to public demands.

In a Gujarati village, Ranjaar, infamous for its uninhibited manufacture and sale of arms and ammunition (weapons are sold like vegetables at the place), two clans, Rajadi and Sanera, have been at odds with each other for the past 500 years. The film opens with a violent altercation between the two over petty matters. Meghji (Abhimanyu Singh), a Rajadi head, sets out to kill Bhavani (Gulshan Devaiah) who is a Sanera, after the latter tries to kill the former's son. Bhavani is almost killed but Ram (Ranveer Singh), Meghji's younger brother, intervenes and saves him, only to be reprimanded by Meghji. All the Rajadi elders are irked by Ram's mindset of making truce with the other clan.

Mumbai Police commissioner Ajay Bhardwaj announces the end of the "Mafia Raj" in the city, in order to try to bring peace to the city's streets. However, a ruthless south Indian named Vijay Surya comes to the city, aspiring to be the most powerful Mafia Don there.
