A minister of Andhra Pradesh Cabinet named Kalamoorthy is removed from his post after the Central Bureau of Investigation proves his involvement in Liquor Mafia and the Election Commission of India declares the first by election after the main elections of that term in that constituency. While a senior ruling party leader Saradhi (Bharath Reddy) is willing to spend ₹25 crore for the election, other senior members ask Sanyasi Naidu (Charan Raj) to shell out ₹50 crores and if he wins in the by election, he would become the Chief Minister of Andhra Pradesh. Since it is his ambition to rule the state, Sanyasi Naidu accepts to spend ₹50 crores. With the help of his trusted aid, the Assistant Commissioner of Police (ACP), Sanyasi Naidu brings ₹50 crores to India through Hawala transaction into Old City in Hyderabad. The ACP is tasked with transporting the money to the constituency. On completion of the task and if Sanyasi Naidu becomes the Chief Minister, then the ACP would be promoted as Inspector General (IG) of Police. The ACP goes to the Old city to collect the amount and the money is wrapped in big black plastic bags and is placed in the Deck lid of a Black Innova.

Sitarama Rao alias Seeta (Nagarjuna Akkineni) is a struggling unemployed youth who arrives in Hyderabad to meet his sister (Jhansi) and brother-in-law (Tanikella Bharani), his father has been falsely implicated in a bank fraud and wants to sell his ancestral property to pay towards the litigation, for that he needs his sister's approval but is rebuked and banished by his brother-in-law. Disillusioned, Seeta seeks out his old school mate Tirupathi (Brahmaji), who is working in a fruit juice vending shop in Hyderabad. Tirupathi himself is a hapless uneducated youth working for his uncle (Rallapalli), who is a treacherous money lender, with a hope to marry his daughter Bangari (Priya). They plan to open a cool drink shop but need 1.25 lakh Rupees to rent a shop as a prerequisite to getting a bank loan. With no other way in sight, the two of them swindle Tirupathi's uncle out of 1.25 lakh Rupees. Seeta then tries to get the loan sanctioned, but he is rebuffed by a new Bank manager (M. S. Anjali (Soundarya) is a journalist who witnesses the murder of a senior journalist carrying crucial evidence about a mafia don. Anjali is on a mission to sue this criminal Deva, who is responsible for the murder. Anjali is also harassed by the misdeeds of Deva (Raghuvaran), the most influential person in the region, who runs Hindu Seva Samithi but in reality an undercover Islamic militant, on a mission to release their terrorist group head imprisoned by the state administration. A police officer in the special branch, Bhaskar Chenmai alias Bachi (Jagapathi Babu) one day receives a boy Habibi (Master Teja) in a courier from Dubai. Claiming that his mother had told him that Jagapati Babu is his father, the boy starts addressing him father. The uncomfortable Bachi tries various methods to get rid of the boy, but his ways serve only to get him drawn towards the boy and become friends ultimately. Meanwhile, Bachi falls in love with Venkata Lakshmi (Neelambari) who gets annoyed at seeing the boy in Bachi's house. The former manages to convince the fuming Venkata Lakshmi that the boy is not his son and so the matter ends there although it crops up now and then in their discussions. Meanwhile, Bachi is the chief security officer for Tatineni Koteswara Rao (Prakash Raj), the Rs 50-crore winner of the Paris lottery. But Bachi's search for the boy continues and he manages to nail the father by his name, Bachi (Prthuvi Raj) and arrests him.
