Synopsis
Before his wife was murdered, Inspector Mann Cheung (Simon Yam) was a model to young detectives. However, with his wife's death, he was indulged in deep sorrow and became downhearted and dispirited. Not only was his detective image affected, his relationship with his daughter Yan (Wada Hiromi) also went downhill. The new superintendent Koo Kwok Keung (Fala Chen) assigned him to take charge of a series of kidnapping cases. Several triad leaders were kidnapped, held at ransom and was murdered. The modus operandi was violent, brutal, professional and efficient. Mann soon discovers that the gang of kidnappers were formers members of the Special Duties Unit, led by Samo Ho (Michael Miu) and his girlfriend Can (Qu Ying), a former member of the VIP Protection Unit, who were familiar with the police modus operandi and were able to escape from apprehension. Sam also discovers that Mann is after him. A duel to the death between the two elites of the police force is ensured.Actors

In the year 2043, an evil crime lord (The General/M. Bison) is trying to take over the world. He was arrested and was sentenced to jail by the Judge. Kit Li, a cop on the Hong Kong Police bomb squad, responds to a call at a local school, where a terrorist group led by the Doctor, has taken a school bus hostage. Mandy Chin (Andy Lau), Chung Cho-hung (Tony Leung), Lau Yiu-cho (Wan Chi Keung) and Chan Chung-ming (Natalis Chan) were gambling together. Mandy uses his girlfriend, Lily (Christy Chung), and partner, Gold Finger Chi (Liu Kai-chi), who are the card dealers, to help him cheat and won over HK$6 million. On the other hand, Lau lost up to HK$4 million. Afterwards, Mandy, Lau and Chan met Chung, who brought a number of his subordinates with him, at a bar. There, Lau felt he was cheated and a big fight occurred where Chung was injured. Lau found out that the three of them cheated him and he blackmails Mandy to help him go to prison and interrogate his former subordinate, Robinson Shun (Kwan Hoi-san), who stole a total of HK$300 million treasury bond from him. If Mandy manages to have Robinson tell him the whereabouts of the bond, Lau promises to pay Mandy HK$10 million as a reward. To get Mandy to prison, Lily sues him for sexual harassment. However, due to lack of evidence, the judge does not adopt the case. Mandy later gets himself to prison by throwing his shoe at the judge and he was sentenced to prison for a month for contempt of court and assaulting the judge.

Chi Mo Sai (Yuen Wah) meets Wong (Roger Kwok) in Auntie Fei's (Yuen Qiu) cafe and learns that Wong has a photographic memory. He decides to exploit this by teaching him how to play Mahjong, but Fei, Wong's boss, strongly objects. Despite Fei's objections, Wong learns Mahjong from compulsive gambler Chi Mo Sai. He impresses triad boss Tin Kau Ko (Wong Jing), but falls in love with Tin's mistress (Theresa Fu) and is beaten by his men. Wong goes crazy. Luckily, Fei cures him using Mahjong. Fei wants Wong to beat Tin in the climatic "King of Mahjong" competition.
