Synopsis
Bob Whipple (Esteban Powell) is a sportswriter stuck in a dead-end job. When he learns of the murder of high-profile white rapper Cracker Jack (Fred Maske), he is inspired to become the vigilante not-so-superhero The Whip. Whipple's high-school girlfriend Anne (Joey Lauren Adams), now an animal-rights activist, reaches out to The Whip to help rescue rabbits, but she is soon kidnapped by Kenny Kent (Laz Alonso), who is also the prime suspect in the rapper's murder. In spite of his complete lack of superpowers, The Whip jumps into action to save Anne and avenge the rapper's death.Actors

In Gotham City, Batman stops a hostage situation in a bank caused by Two-Face, the alter ego of the disfigured former district attorney, Harvey Dent. However, Two-Face escapes. Edward Nygma, a researcher at Wayne Enterprises, develops a device to beam television directly to a person's brain; Bruce Wayne—with whom Nygma is obsessed—rejects the invention, noting that it "raises too many questions", and Nygma angrily resigns from his position after killing his supervisor Fred Stickley, and forging his suicide note and footage. Everybody except Bruce is convinced it was a genuine suicide. During a news report, it shows how Harvey Dent became Two-Face: While he was prosecuting Sal Maroni, Maroni threw acid in Harvey's face; Batman tried to stop him but failed. After meeting Batman-obsessed psychiatrist Dr. Chase Meridian, Bruce invites her to a charity circus event. There, Two-Face and his henchmen storm the event in an attempt to discover Batman's secret identity, and in the process murder The Flying Graysons, a family of acrobats who attempt to stop him. The youngest member, Dick, survives and throws Two-Face's bomb into the river to detonate safely underwater but the rest of the family dies.

In the year 2013 in Bangkok, the Liberal Party leader Direk Damrongprapa (Pornwut Sarasin) campaigns during an election on an anti-corruption platform with the support of his fiancee Vasana Tienpradap (Yarinda Bunnag), a Harvard educated geology expert. Three years later Vasana separates herself from Direk who has become the prime minister over his betrayal in refusing to stop construction of the Chumporn nuclear power plant. Meanwhile, a masked vigilante known as Red Eagle (Ananda Everingham) emerges within the city. Red Eagle is actually Rom Rittikrai, a former Special Task Force agent who had been rescued by Vasana when escaping from an attack by the Matulee (a secret society that hires masked assassin Black Devil to murder Red Eagle) and got a bullet in the brain; his terrible headaches can only be relieved by regular doses of morphine. Red Eagles has dispatched drug-dealers while Detective Chart Wuttikrai (Wannasingh Prasertkul) and his Sikh colleague Singh (Jonathan Hallman) are ordered to track down Red Eagle. Red Eagle kills the parliamentary member Sonkuan who is a child pornographer. This leads him to become the no. 1 target of the Matuleee. Vasana recognises that Red Eagle and Rome are the same man, igniting an attraction between them. Meanwhile, Chart and the Matalee continue to hunt Red Eagle down.

When Batman (West) and Robin (Ward) get a tip that Commodore Schmidlapp (Reginald Denny) is in danger aboard his yacht, they launch a rescue mission using the batcopter. As Batman descends on the bat-ladder to land on the yacht it suddenly vanishes beneath him. He rises out of the sea with a shark attacking his leg. After Batman dislodges it with bat-shark repellant, the shark explodes. Batman and Robin head back to Commissioner Gordon's office, where they deduce that the tip was a set-up by the United Underworld, a gathering of four of the most powerful villains in Gotham City (Joker, Penguin, Riddler and Catwoman).

Melvin Ferd (Mark Torgl) is a stereotypical 98-pound weakling. He works as a janitor at a health club in the fictional town of Tromaville, New Jersey where the customers—particularly Bozo (Gary Schneider), Slug (Robert Prichard), Wanda (Jennifer Babtist) and Julie (Cindy Manion)—harass him constantly. His tormentors get more and more violent until he is tricked into wearing a pink tutu and kissing a sheep. He is chased around the health club and out a second story window.
