"I am currently doing a lot of writing. I have a lot of ideas in my head, regarding different things that I like to do. I am trying to get as much of my writing done as possible. I've got a couple things completed and I am just trying to get them and bring them out to fruition. Cynical Sally lives a life free of excitement and romance and that's just the way she likes it. New York City teenager Clary Fray begins seeing a strange symbol, worrying her mother Jocelyn Fray and her mother's friend Luke Garroway. Later, at a nightclub with her friend, Simon Lewis, Clary is the only person who sees Jace Wayland killing a man. Meanwhile, Jocelyn is abducted by two men, Emil Pangborn and Samuel Blackwell, but she is able to call Clary and warn her about someone named Valentine. Years after a zombie apocalypse, survivors have set up outposts across the United States, one of which, in the city of Pittsburgh, Pennsylvania, contains a feudal-like government. Bordered on two sides by rivers and on the third by an electric fence, the city has become a sanctuary, with the rich and powerful living in a luxury high-rise called Fiddler's Green while the rest of the population subsists in squalor. The city's ruler Paul Kaufman (Dennis Hopper) has sponsored Dead Reckoning, a heavily armored vehicle that can travel through the zombie-infested areas with ease. Armed with remote-controlled heavy machine guns and video cameras, Dead Reckoning functions as a moving fireworks launch base, on the premise that zombies are fascinated by fireworks and will stare at them, ignoring their environment. Riley Denbo (Simon Baker), designer and commander of Dead Reckoning, has recently retired. Unlike Kaufman, Riley is respected for his work in protecting the city from danger, as well as for bringing critical food and medical supplies which the citizens can no longer acquire safely themselves.

Orin Boyd (Steven Seagal) is a cop in Detroit's 21st precinct, who saves the Vice President of the United States (Christopher Lawford) from a right-wing Michigan militant group trying to kill him. As Boyd saved the Vice President's life by disobeying orders and killing all the militants, Captain Frank Daniels (Bruce McGill), who is also a long-time friend of Boyd, is forced to fire Boyd, but still tells him to talk with police chief Hinges (Bill Duke) who dislikes Boyd (because Boyd gives the police a bad name by disobeying orders) and has repeatedly tried to fire him, only for Boyd to be returned to duty by his friends in the trade union. Despite Boyd once again being returned to duty, Hinges transfers Boyd to the 15th precinct — Detroit's arguably worst police precinct.
