In 2014, an attempt to counteract global warming through climate engineering results in an ice age that extinguishes all life except the inhabitants of the Snowpiercer, a massive train powered by a perpetual motion engine that travels a globe-spanning track, created by the transportation magnate Wilford. By 2031, elites inhabit the extravagant front cars and the "scum" inhabit the tail in squalid and brutal conditions. Under watch by Wilford's guards, they are brought only gelatinous protein bars to eat and kept in their place in the social order by Minister Mason, while sometimes small children are taken away.

Don Anderson is the Mickey's hamburger chain marketing director who helped develop the "Big One", its most popular menu item. When he learns that independent research has discovered a considerable presence of fecal matter in the meat, he travels to the fictitious town of Cody, Colorado to determine if the local Uni-Globe meatpacking processing plant, Mickey's main meat supplier, is guilty of sloppy production. Will Rodman, a scientist at the biotechnology company Gen-Sys, is testing viral-based drug ALZ-112 on chimpanzees to find a cure for brain ailments such as Alzheimer's disease. The drug is given to a chimpanzee, Bright Eyes, greatly increasing her intelligence. However, when Will is presenting 112 to his boss and uses Bright Eyes as an example, she is forced from her cage, goes on a rampage, and is killed. Will's boss Steven Jacobs terminates the project and orders chimp handler Robert Franklin to euthanize the chimps. After doing as ordered, Franklin discovers that Bright Eyes had recently given birth and understands the reason why she was disturbed. He convinces Will to save the baby chimp's life by taking him home temporarily. Will's father Charles, who is suffering from Alzheimer's, names the chimp "Caesar", in reference to William Shakespeare's play Julius Caesar, from which he can, despite his deteriorating mental condition, cite long passages from memory. Will learns that Caesar has inherited his mother's high intelligence (the 112 virus passing to him in utero) and decides to raise him, working from home and observing his behavior in hopes that he can get the project restarted. Three years later, Will introduces Caesar to the redwood forest at Muir Woods National Monument. Meanwhile, with Charles' condition rapidly deteriorating, Will treats him with ALZ-112 and he is restored to better-than-original cognitive ability.

The 20th century's industrialization has left the world permanently overcrowded, polluted and stagnant by the turn of the 21st century. In 2022, with 40 million people in New York City alone, housing is dilapidated and overcrowded; homeless people fill the streets; about half are unemployed, the few "lucky" ones with jobs are only barely scraping by themselves, and food and working technology is scarce. Most of the population survives on rations produced by the Soylent Corporation, whose newest product is Soylent Green, a green wafer advertised to contain "high-energy plankton" from the world's oceans, more nutritious and palatable than its predecessors "Red" and "Yellow", but in short supply.

In the peaceful Appalachian hills of eastern Kentucky, toxins are being dumped into abandoned mines, causing environmental havoc, but the locals, mindful of their jobs and the power of the mine owners, can do nothing. EPA CID agent Jack Taggart (Steven Seagal) is sent to investigate, after a fellow agent is found dead, probably not by accident. The film opens in a Warri prison in the Niger Delta where a noose is being set up to hang Ebiere (Mbong Amata). It switches to Los Angeles, California; Tom Hudson (Mickey Rourke), CEO of Western Oil is kidnapped on his way to the airport by a movement group tagged "United People's Front for the Emancipation of the Niger Delta People of Nigeria". The kidnap is carried out by Tamuno (Enyinna Nwigwe - the leader of the movement, Timi (Wyclef Jean), Opuwei (Akon), Timi (Razaaq Adoti) and Pere (Robert Peters) after orchestrating an accident near the second street tunnel. Also kidnapped is a reporter, Kristy (Kim Basinger) and her cameraman. Tom Hudson, his wife (Kristin Peterson) and Kristy, together with several others at the accident scene are captured and held hostage within this tunnel which has already been closed off on both sides by the group. Seven hours, no communication is heard from the tunnel - the police, the anti-terrorism unit and the general public have no idea who the "terrorists" are or what they want. Meanwhile in the tunnel, Tamuno tells Tom that they are in Los Angeles to save Ebiere and declares that if Ebiere is eventually hung in Nigeria, then the "truly guilty" ones should go with her. He releases the women and children and instructs Kristy to record what is happening in the tunnel.
