Synopsis
A GI in Vietnam saves his buddy's life, but in the process is shot in the head. The injury results in brain damage to the point where he basically has a child's brain in a (very large) man's body. When they get out of the army the two open up a bar together, but some local gangsters make things tough for them after they refuse to take part in brutal "cage" matches where fighters battle to the point of serious injury and/or deathActors

On the run again after the events of the previous TV movie, David Banner is working up north under the name David Belson. Disenchanted and at the end of his rope, David makes his way towards a large city with the hopes of renting a room and staying buried. Unbeknownst to him, the city he arrives in is under the control of a powerful underworld kingpin named Wilson Fisk but is also protected by a mysterious black-clad crimefighter known as Daredevil. When two of Fisk's men come onto the commuter subway train after having committed a jewel robbery, one of them takes an interest in a beautiful woman also riding the train and she rejects him. David witnesses an attempted sexual assault by one of Fisk's men, he transforms into the Hulk and things go haywire. A short while later, David is arrested by the police and wrongfully charged with the crime.

A nameless hitwoman (Jacklyn Wu) who, for reasons not entirely clear, has a lower than average body temperature. She is cold-blooded in other ways as well, assassinating her targets with steely detachment and having only two real acquaintances: the Cambodian woman who gives her killing assignments and money, and the street vendor Long Shek (Sean Lau), at whose stand she habitually relaxes after successful hits with a bowl of noodles. Long Shek dubs her Pretty Ghost, and the two gradually become something like friends. Pretty Ghost ends up traveling to South Korea to assassinate a local gangland kingpin, a job she decides will be her last. However, the dead man's bodyguard, Yichin (Sang Woo Han), is out for revenge and comes after Pretty Ghost, and she is quickly betrayed by her Cambodian boss. In between scenes of violence, the film explores Pretty Ghost's character and her slow change from icy killing machine to humanized woman.

The assassination of Tokyo governor Takayama (Mac Yasuda) causes a stir of public outrage in Tokyo, Japan. In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. In the peaceful Appalachian hills of eastern Kentucky, toxins are being dumped into abandoned mines, causing environmental havoc, but the locals, mindful of their jobs and the power of the mine owners, can do nothing.
