Raghu Romeo (Vijay Raaz) is a guileless man, who hails from a lower-middle-class family. He is a 30-year-old waiter henpecked by his mother and by the boss who seldom pays him. In his naivete, Raghu thinks he must protect the virtue of that joint's floozies from grabby clients, especially Sweety (Sadiya Siddiqui), a hitman's honey whose cynical surface masks a soft spot for the clueless hero. But he only has eyes for Neeta, a quintessential TV-soap suffering-heroine played by not-so-nice Reshma (Maria Goretti). Unable to distinguish between reel and real life, Raghu kidnaps the terrified actress and takes her to the countryside house of Sweety. The film is set in 1929, in a small town in Central India. Francis Massey (Raghubir Yadav) is a clerk in the Deputy Commissioner's office in the colonial administration of British India. He aspires to be like the colonial rulers, and thinks of himself as different from his Indian compatriots. In his wish to help the rulers – in particular, his immediate superior, Deputy Commissioner Charles Adam (Barry John) – he adopts methods that are irregular. Adam's dream project of building a road through the forest is stuck for lack of funds. Massey manages to get it completed using a mixture of manipulation, persuasion and threats. To his surprise, he is accused of corruption by the very boss whom he had meant to help, and who had condoned his earlier transgressions. His wife too is forcefully taken back by her family. He turns for help to his friend Banaji (Veerendra Saxena) to get his wife back.Banaji refuses to help him. In an act of frustrated rage, Massey kills Banaji. He is arrested for murder, and Adam advises him to plead guilty to accidental manslaughter. However, Massey refuses, secure in the belief that his Adam Sahib will help him out, leading to the tragic denouement.

Khalujan (Naseeruddin Shah) and his nephew Babban (Arshad Warsi), a thief duo, pose as a Nawab and his attendant, and manage to run away with a prized necklace from a jewellery shop. In the police chase they get separated, while Khalujaan is hurt. Months later Babban traces Khalujan again, this time posing a nawab, at a poetry contest. It is a mushaira organised by Begum Para (Madhuri Dixit), the widowed Begum of Mahmudabad as per the wishes of her deceased husband. The winner would win the Begum as bride and in turn become the Nawab of Mahudabad. However, by the opening night, Babban traces Khalujaan.
