Marshall Richard "Dick" Dix, a special detective, saves a fast food chain restaurant from a terrorist hostage situation, much to the displeasure of the police chief. He drives away, and back to the police station, where he meets his boss, who is with a police worker, Cassandra Menage. She retells her experience of the cloning of the President of the United States of America, Bill Clinton, who remains unnamed throughout the film. Dix is sent to the cloning facility, a moon base called Vegan. Dix causes a mayhem on the way there. He reaches Vegan, and is met by Lt. Bradford Shitzu at the security check. On the way to meet the main suspect in the cloning, Dr. Griffin Pratt, Dix experiences strange happenings throughout the colony involving certain Aliens who live there. During a very strange incident involving an Alien about to explode, Dix meets Capt. Valentino DiPasquale, with whom Dix will share his quarters. Dix and Shitzu get to Dr. Pratt's quarters, and talk to him. Shitzu leaves, and Pratt takes Dix on a tour of his cloning facility., 1h49

The film is based on Alan Aylward's work with physically disabled children as a recreational therapist at a residential chronic care centre in Toronto from 1974 to 1980. The original script suggested Nick Nolte as Blake (played by Mike Ironside) and John Hurt as Johnnie (played by Brad Dourif). Hurt (who Aylward had worked with on his Documentary Series - The Disability Myth, was interested in the role of Johnnie) Nolte's agent wanted a few million dollars for a retainer which Aylward couldn't muster in his life. Thus the next choice - Ironside. The film only got made because of Mike Ironside. He was on set with Nick Nolte and Powers Boothe in New Mexico making a film called Extreme Prejudice. Aylward gave the script to Lori Rotenberg, Mike's Toronto agent, who sent it to Ironside to read for the role of Blake. Ironside just finished the script (a prison story) when Nolte emerged from his trailer to announce that he had just secured the rights to produce "Weeds", based on the book by the same name - and also "a prison story". Ironside thought it was pure serendipity. If Nolte's gutsy enough to make a prison film, why not Ironside. Mike optioned the script from Aylward in 1987/88 and despite the odds, got it produced in Vancouver and released within two years - Kudos to him. Mr. Butler is a former pro soccer player whose reputation for partying and gambling has caught up with him. He is sentenced to a year of probation, which includes working as a handyman in a dilapidated boys' home. Karen runs the home for a group of eleven boys whose parents could not raise them for some reason. Karen wants the boys to do something meaningful so she persuades them to start a soccer team known simply as "Home Team".
