Synopsis

Une journaliste est contactée par un technicien disant avoir découvert une arme secrète développée par les États-Unis. Parallèlement, le capitaine Hank Thomas, qui a perdu son coéquipier dans un accident d'avion de chasse inexpliqué dû à une arme à impulsion électromagnétique désormais installée sur un prototype, le Falcon, est contacté pour le récupérer et le mettre à l'abri de ses propriétaires irresponsables sur le point de le vendre aux Chinois... complot ou salut pour son pays ?

Stuart Davis (David Hedison), running against the Vice-President, plans a trip to the Balkans to negotiate the release of American servicemen being held hostage by terrorists. Before he leaves, he receives a disk documenting evidence that the Vice-President has been trying to revive the American economy by causing a war in the Balkans. He announces his plans at Washington Dulles International Airport to show it to both sides in the hopes of ending the situation. He boards Concorde flight 209 to Paris along with some Air Force Officers and news employees. Unexpected Secret Service agents turn up and board the Concorde. After takeoff, the secret service agents led by Barry Rogers (Michael Dorn) shoot an Air Force officer and his men hijack the Concorde in mid-flight. Rogers takes Stuart Davis and the others hostage and forces him to hand over the disk in order to prevent the war being averted. In the cockpit, Rogers announces to the Dulles International Airport air traffic controller that the agents are armed with a nuclear device and threaten to crash the Concorde into Paris.

On a routine flight from Los Angeles to Paris, a renegade group of scientists has smuggled aboard a secret container holding a fellow scientist infected with a deadly genetically engineered virus which reanimates the dead. In the final stages of the Bosnian War in December 1995, United States Navy flight officer Lieutenant Chris Burnett (Owen Wilson) and pilot Lieutenant Jeremy Stackhouse (Gabriel Macht), who are stationed on an aircraft carrier in the Adriatic Sea, are assigned a reconnaissance mission by their commanding officer, Admiral Reigart (Gene Hackman). The mission goes smoothly until they spot suspicious activity in the demilitarized zone where NATO aircraft and the warring factions are prohibited from engaging in military activity. Burnett persuades Stackhouse to fly their F/A-18 Hornet off-course to get a close look and photograph the target. They are unaware that they photographed mass graves, and Serb soldiers see the jet. The local Bosnian Serb paramilitary commander, General Miroslav Lokar (modelled on Arkan and his Tiger militia, and played by Olek Krupa), is conducting a secret genocidal campaign against the local Bosniak population. Not wanting the mass graves to be discovered, Lokar orders the jet be shot down.

His return to the control room is met with warmth and disdain, particularly when he experiences flashbacks of the historic incident. The atmosphere rapidly becomes much more serious as the storm approaches and with the control tower suffering power cuts, the team is forced into manually directing busy air traffic through severe turbulence.

In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force.
