Set in Tulsa, Oklahoma, the film begins in a diner called Bennys Billiards, where local tough guy Rusty James is told by Midget that rival group leader Biff Wilcox wants to meet him that night in an abandoned garage lot for a fight. Accepting the challenge, Rusty James then talks with his friends — the wily Smokey, loyal B.J., and nerdy Steve - who all have a different take on the forthcoming fight. Steve mentions that Rusty James' older brother, "The Motorcycle Boy," would not be pleased with the fight as he had previously created a truce forbidding gang fights, or "rumbles." Rusty James dismisses him, saying that Motorcycle Boy (whose real name is never revealed) has been gone for two months, leaving without explanation or promise of return.

In an upscale New York City mansion, wealthy and popular Kathryn Merteuil (Gellar) is discussing her prep school with Mrs. Caldwell (Christine Baranski) and Caldwell's daughter Cecile (Selma Blair). Kathryn promises Mrs. Caldwell that she will look out for the sheltered and naive Cecile. Sebastian (Phillippe) enters and Mrs. Caldwell reacts to him coldly and leaves with Cecile. Kathryn reveals that her real intention is to use Cecile to take revenge on Court, her ex-lover, who had dumped her for Cecile. Kathryn asks her step-brother Sebastian to seduce Cecile; he refuses as he is planning to seduce virgin Annette Hargrove (Witherspoon), the daughter of their school's headmaster. Annette is a 'paradigm of chastity and virtue' who recently wrote a published essay about saving herself for marriage and has been temporarily staying with Sebastian's aunt. The two make a wager: If Kathryn wins, she gets Sebastian's vintage Jaguar XK140; if Sebastian wins, Kathryn will have sex with him. It is mentioned that Sebastian keeps a journal detailing his conquests.

Samia Zibra, jeune et inexpérimentée, débute comme conseillère principale d'éducation (CPE). Originaire de l'Ardèche, elle demande un poste en région parisienne pour des raisons particulières. Elle découvre ainsi le collège en zone d'éducation prioritaire (ZEP) de la cité des Francs-Moisins, à Saint-Denis en Seine-Saint-Denis. Elle y rencontre de nombreux problèmes, notamment le manque de discipline et la réalité sociale du quartier. Elle découvre cependant l'incroyable vitalité et l'humour (des élèves comme des surveillants) qui règnent dans l'établissement. Dans l'équipe des surveillants, Samia peut notamment compter sur Moussa, le « Grand » du quartier, et Dylan, le chambreur. Samia va peu à peu s'adapter à ce nouvel univers. Sa situation personnelle la rapproche de Yanis, un élève vif et intelligent avec un potentiel gâché par son insolence et mis dans la classe des « SOP » (sans options). Samia va cependant essayer de le sortir de son échec scolaire pour lui proposer un avenir meilleur.

Throughout the day, she is pointed at by many students and is repeatedly called a "squealer". A series of flashbacks reveal that she called the police when at a house party during the previous summer. Her real reason for calling 9-1-1 was that she was raped at the party by a senior student, Andy Evans (Eric Lively), but while on the phone, she was unable to talk to the police about what happened, and when the police arrived, she did not report the rape. The party was crashed, causing mayhem and everyone to flee from the police.
