Une procession officielle tourne au carnage lorsque les gardes de l'escorte tentent de tuer un jeune garçon d'origine chinoise qui a eu le malheur de se trouver sur leur route. Sa famille, qui vole à son secours, est massacrée mais les agresseurs sont à leur tour décimés par un étrange bretteur manchot, Wang Kang (Jimmy Wang Yu), venu à la rescousse de ses compatriotes. L'enfant arrive à s'enfuir et est recueilli par Zatoichi qui finit par croiser la route de Wang. Mais ils sont poursuivis par les hommes du gouvernement et des yakuzas à leur solde, qui veulent faire disparaître les derniers témoins du drame tout en accusant Wang du massacre. Ce dernier se méfie de tout le monde, y compris de Zatoichi dont il ne comprend pas la langue.

Ichi is being taken to Doyoma, all expenses paid by an employee of Doyoma crime boss Hikozo, on the promise of just meeting with Hikozo, no obligation to do anything. On the way his guide is killed by Hikozo's rivals who overheard Ichi and his guide at a tea house. Ichi kills them including the husband of Hisa, a woman who watches the short fight. Au hasard de ses pérégrinations, Zatoïchi se retrouve à passer près de Kasama, son village natal qu'il a quitté depuis vingt ans. La nostalgie le pousse à franchir les portes du village qui, à sa grande surprise, retentit de clameurs de bienvenue. Ce n'est pas lui la cause de cette effervescence, mais Shinbei, ancien du village, revenu pour payer les dettes des paysans ruinés. Pourtant, la générosité du riche marchand Shinbei, qui est aussi l'ami d'enfance de Zatoïchi, cache un plan crapuleux : le contrôle de l'économie locale, avec l'aide d'un clan yakuza et du gouverneur corrompu. Et Zatoïchi va avoir toutes les peines du monde à convaincre les paysans crédules des véritables intentions de leur « bienfaiteur ».

The movie opens with a household of peasants cowering during a series of earth tremors that are interpreted as the escape attempts of Daimajin, a spirit trapped within the mountain. The village gathers at their shrine. This is observed by the local feudal boss, Lord Hanabasa, a good and just man. It is also observed by his treacherous chamberlain, Samanosuke (Yutaro Gomi). Samanosuke has been waiting for just such a diversion to stage a coup d'état.

The film features Raizo Ichikawa as Tange Tanzen, and Shintaro Katsu as Yasubei Nakayama (later becoming Yasubei Horibe when he is adopted into another family), and opens with Yasubei simultaneously dueling several members of a rival dojo (school of swordsmanship). Yasubei deftly beats his opponents, but is expelled from his school as a result so as not to create enmity between the two schools. Tange, who is the best swordsmen of the defeated school, is expelled from the school because he was present at the duel but failed to intervene to help his fellow dojo-mates. He argued that he could not interfere because he was then on shogunate duties, but his colleagues accused him of cowardice and he was thereby expelled. After his expulsion, Tange comes across the maiden Chiharu, who was being attacked by feral dogs. Tange protects Chiharu (a member of the Uesagi Clan) and in the process kills one of the attacking "noble" dogs. However, the act carries with it the penalty of death due to the current Shogun's affinity for dogs. Yasubei helps to cover up Tange's act, but only as a way to become closer to Chiharu. It is because of his hidden affection for Chiharu that Yasubei considers aligning with the Uesagi clan (which is loyal to Chamberlain Kira who is later targeted for a revenge killing by the 47 Ronin).
