Set and filmed in Belfast, the film explores the Troubles by following the daily lives of two couples on either side of Northern Ireland's religious divide, both expecting their first children. The film's action unfolds over 10–13 July 1984; the two couples' children are both born on 12 July, the date of a Protestant celebration in Northern Ireland known as the Twelfth. Despite the politically charged setting, the film is uniquely uneventful, at least on the surface; Paul Clements writes that "It is hard to identify any full length work by Leigh in which less of consequence seems to happen." Broadcast once in January 1985, it was Leigh's last film for the BBC.

In 1883, in the Sudan, a force of 10,000 poorly trained Egyptians under the command of British Col. William "Billy" Hicks (Edward Underdown) is lured into the desert and slaughtered by Muslim zealots led by Muhammad Ahmad (Laurence Olivier), a fanatic Sudanese Arab who believes he is the Mahdi, the prophesied "expected one of Mohammed." The British Prime Minister William Ewart Gladstone (Ralph Richardson), who does not wish to send more military forces to Khartoum, is under great pressure to send military hero Major General Charles George Gordon (Charlton Heston) there to salvage the situation and restore British prestige. Gordon has strong ties to Sudan, having broken the slave trade there in the past, but Gladstone distrusts him. Gordon has a reputation for strong, if eccentric, religious beliefs and following his own judgement, regardless of his orders. Granville Leveson-Gower, 2nd Earl Granville, the British foreign secretary (Michael Hordern), knowing this, tells Gladstone that by sending Gordon to Khartoum, the British government can ignore all public pressure to send an army there, and absolve themselves of any responsibility over the area if Gordon ignores his orders. Gladstone is mildly shocked at the suggestion, but as it is popular with the public and Queen Victoria, he adopts it for the sake of expediency.

In Afghanistan, Taliban leader Ahmad Shah is responsible for killing over twenty United States Marines, as well as villagers and refugees who were aiding American forces. In response to these killings, a United States Navy SEALs unit is ordered to execute a counter-insurgent mission to capture Shah. The film begins with the main character Ivan Yermakov (Alexei Chadov) being interviewed, and as he begins his story the films cuts to the spring of 2000, during the Second Chechen War, shortly after the fall of Grozny. A Chechen warlord Aslan Gugayev (Giorgi Gurgulia) runs a camp next to a mountain aul in the Chechen highlands. Despite having secure income from his organized crime gangs in Moscow, Saint Peterburg and Samara as well as some legitimate business there, he takes joy in kidnapping, since that is more patriotic and militant than random crime. Both Ivan and his comrade Fyodka were enslaved after they were taken prisoners in early 2000. They are held captive with a Russian-Jewish businessman named Semyon from Vladikavkaz, who was being held for ransom.

Jane, an operative for the private intelligence firm Hiller Brood, is assigned by her boss Sharon to infiltrate The East, an underground activist, anarchist and ecologist organization that has launched several attacks against corporations in an attempt to expose their corruption. Calling herself Sarah, she joins local drifters in hitching rides on trains, and when one drifter, Luca, helps her escape from the police, she identifies the symbol of The East hanging from Luca's car mirror. Sarah self-inflicts an arm injury that she tells Luca was caused in the escape so he can get medical attention for her. In 2002, a Syrian scrap collector uncovers a large unexploded bomb buried in a field within the Golan Heights, and sells it to a South African arms dealer named Olson (Feore). Olson recognizes it as an Israeli nuclear weapon that was lost when the A-4 Skyhawk carrying it was shot down during the 1973 Yom Kippur War. He later sells it to a secretive far-right cabal seeking to impose a white supremacist world order, led by Austrian billionaire and neo-Nazi Richard Dressler (Bates). Dressler's aim is to transform Europe into a united fascist superstate. He intends to start a nuclear war between the United States and Russia that will devastate them both.
