In 1991, Hong Kong police inspector Wong Chi-shing (Anthony Wong) meets with his informant, Hon Sam (Eric Tsang), while Lau Kin-ming (Edison Chen), Hon's prospective mole within the Royal Hong Kong Police Force, assassinates Hon's triad boss, Ngai Kwun. Lau is later greeted by Hon's wife, Mary (Carina Lau), who casually ascertains whether he has any reservations about his mission for Hon. While giving him cash, Mary advises Lau to maintain a low profile. She also confesses that she was the person who ordered the hit on Ngai Kwun, admitting that Hon has no knowledge of this transgression and urges Lau to remain silent. Mary wants Hon to replace Ngai Kwun as the triad boss.

The film takes place in Huizhou, Guangdong, China, October 1900. After failing to assassinate the governor-general by blowing up his mansion as part of the anti-Manchu Huizhou Uprising, revolutionary Shi Jianru is captured and executed. Guangzhou, Guangdong province, 1911: following other unsuccessful uprisings, Pan Dawei, deputy head of the Guangzhou department of the Tongmenghui, arrives by boat and smuggles weapons past customs officers. During a dinner party at the house of wealthy local trader Fang Hongzhi, head of the Guangxing business association, there is an assassination attempt on the Manchu Qing government's Marine Minister Li Zhun, which fails. Among the guests is Luo Zhonghuo, just arrived from Penang, Malaysia, who gets to know Fang's daughter, Huiru, also a revolutionary. Afterwards she takes him to the house of painter Gao Jianfu, head of the Tongmenghui's Guangzhou department. Zhonghuo is carrying a letter from Tongmenghui leader Sun Yat-sen, but neither Jianfu nor Dawei are sure whether he is a spy. To convince them he is genuine, Huiru suggests he tries raising some money for the movement from her father, by first becoming friendly with his cultured longtime mistress Jiang Meixi. Zhonghuo becomes Meixi's English tutor and helps Fang in getting a local gang off of the Guangxing's turf. As Chinese New Year arrives, Gao and Pan plan a mass suicide attack on the governor-general's residence - in what will become known as the Second Guangzhou Uprising of 27 April 1911.

Ma won the fight but instead of taking it and selling it out, he burnt the Opium right in front of Long Qi and Long Qi is impressed by Ma’s stalwart character and awesome martial arts skills. Soon, Long Qi offers to be Ma’s benefactor.

Jiang Hu tells two stories simultaneously. The first is about a gang leader, Mr. Hung (played by Andy Lau), and the tensions that arise between him and his old friend and second-in-command, Lefty (played by Jacky Cheung), due to Mr. Hung's wife's recent childbirth. Now that Hung is with a child, Lefty feels that Hung should leave the gang business as he is now burdened with family and that will appear weak in character to their own under-bosses. Lefty also believes that it is his own turn to run the business in his own direction. However, Hung is unhappy with Lefty's leadership style of fear and brutality to keep his underlings in line, and is hesitant to cede power to Lefty. To further complicate matters, news of Hung becoming a father has spread unrest amongst his under-bosses, and there are rumours that someone has placed a hit on Mr. Hung. Suspicion as to who is plotting against Mr. Hung has been placed on three leading underbosses, resulting in Lefty sending loyal henchmen going on a hunt to locate and kill the bosses; one is killed and Mr Hung's henchmen save the other two on Mr Hung's orders. In the end, it is alluded that the guilty party attempts to call off the hit under the guise of checking on his family, however he was unable to follow through with the action after he was assured by Hung's henchman that his family is safe and untouched.

A traffic accident changed their lives forever.
