Possessing unique super strength and martial arts skills since childhood, Ma Yongzhen (Philip Ng) travels from his hometown to Shanghai to seek a livelihood. There he meets rising gang boss Long Qi (Andy On), whose ruthlessness and powerful martial arts skills have put the four gang leaders of Shanghai’s reigning Axe fraternity on notice and pushed their territory from four even parts of Shanghai to just only half of it under the Axe fraternity and half under his own reign. Both youths possess insanely good martial arts skills. Ma righteously challenges Long Qi over his criminal activities at the pier with a duration of a cigarette in which if Ma won, he could have the entire truckloads of Opium for himself. Ma won the fight but instead of taking it and selling it out, he burnt the Opium right in front of Long Qi and Long Qi is impressed by Ma’s stalwart character and awesome martial arts skills. Soon, Long Qi offers to be Ma’s benefactor.

Siu Sheung (Juno Mak) is a solitary and frustrated young man. He works as a delivery boy at a small noodle shop and lives with his mother (Pat Ha) in a large, dilapidated Kowloon housing estate. Jiang Hu tells two stories simultaneously. The first is about a gang leader, Mr. Hung (played by Andy Lau), and the tensions that arise between him and his old friend and second-in-command, Lefty (played by Jacky Cheung), due to Mr. Hung's wife's recent childbirth. Now that Hung is with a child, Lefty feels that Hung should leave the gang business as he is now burdened with family and that will appear weak in character to their own under-bosses. Lefty also believes that it is his own turn to run the business in his own direction. However, Hung is unhappy with Lefty's leadership style of fear and brutality to keep his underlings in line, and is hesitant to cede power to Lefty. To further complicate matters, news of Hung becoming a father has spread unrest amongst his under-bosses, and there are rumours that someone has placed a hit on Mr. Hung. Suspicion as to who is plotting against Mr. Hung has been placed on three leading underbosses, resulting in Lefty sending loyal henchmen going on a hunt to locate and kill the bosses; one is killed and Mr Hung's henchmen save the other two on Mr Hung's orders. In the end, it is alluded that the guilty party attempts to call off the hit under the guise of checking on his family, however he was unable to follow through with the action after he was assured by Hung's henchman that his family is safe and untouched.

The film is a portrait of three "see lai", a colloquial term used in Hong Kong to describe wives, especially housewives, who are approaching or in their middle ages. Mrs. Chan (Amy Shum) is a housewife with a grown-up daughter who tends to be domineering of her husband. Mrs. Lee (Sydney Suet Lei), on the other hand, is meek, with a chauvinistic husband (Ken Tong) and a young son who is troubling her with his poor grades. Mrs. Wong (Crystal Tin) is a garbage lady who has to support a family of four daughters. Her doting tailor husband (Gordon Lam) is out of a job, and the family has to make ends meet nonetheless. Her life is thrown out of order when she is laid off her job.
