Rina Takeda and Haruna [sic] Tobimatsu co-star as sisters Ayaka and Natsuki Kurenai, the youngest descendants of a legendary Okinawan karate master named Shoujirou Kurenai. As children, they live a happy life with their father (Tatsuya Naka) who encourages them both to practice karate. However, one day a mysterious group breaks into their dojo – killing their father, kidnapping Natsuki, and stealing the black belt which has been passed down in their family for over 200 years. Several years later, Ayaka is living the humble life of an ordinary high school student in Yokohama. One day, when Ayaka was working a group of burglars were stealing a woman's purse. Ayaka uses her karate skills to stop them causing her to be a hero to the public. Ayaka's heroics was caught on camera causing the evil organization to notice Ayaka's fighting skills. Natsuki, on the other hand, has been trained as a killing machine by the mysterious group that kidnapped her all those years ago. Soon, Natsuki and the group begin to take aim at Ayaka. Out of love for her sister and with the teachings of her father still in her heart, Ayaka decides to do whatever it takes to get Natsuki and their family’s black belt back from the clutches of the mysterious group.

A transaction meeting Gamou was to have with Foundation X goes awry when a mysterious woman named Inga Blink steals replica Horoscopes Switches for space warfare. Telling Hayami and Tatsugami not to pursue, Gamou tells them they will have the Kamen Rider Club deal with her. At Amanogawa High School, Mr. Ohsugi takes Gentaro, Yuki, Kengo, and Ryusei out of computer class and takes them to the Rabbit Hatch to meet up with the rest of Kamen Rider Club. There, they meet a strange lady named Shizuka Shirayama who is a member of OSTO Legacy and requests the Club's assistance. Argeeing to help, the Kamen Rider Club members are taken into a bus and blindfolded for security reasons. But on the way, they are attacked by a robot named Black Knight. Transforming to hold the pursuing Black Knight at bay, Kamen Rider Fourze battles the attacker while Ryusei and the others find themselves boarded by Inga Blink who Ryusei fights while getting her out of the bus. However, Inga destroys the accompanying van to blocks the road while wounding Ryusei with a one-inch punch. When Fourze arrives, warning the Kamen Rider Club not to interfere, Inga summons Black Knight to take her away.

The movie begins with Phantoms Medusa and Phoenix approaching some Gates who are trapped in a strange machine and Xatan, Eel and Gahra, a trio of monsters known as the Akumaizers appear before them, claiming that the machine makes use of the captives' mana to summon revived monsters endlessly as part of their plan to get revenge on the Human Race for banishing them to the underground thousands of years ago. King Kong and Baldy, the "Aces," part ways in 1986 after a mission in Thailand to kidnap a woman on her way to marry her boyfriend (a rich man claiming to be her husband enlisted the Aces' services) goes sour.
