Priya (Monisha), a rich girl, is in love with Sundar (Raja), a poor youth. Amavasai (Sathyaraj),homeless but egoistic, gets acquainted to politician Manimaran, then MLA of palladam constituency, near tirupur (Manivannan). Amavasai helps Mani with some petty tasks during election campaign and meetings. Amavasai grows into a well acclaimed helper and first associate for Mani. Meanwhile Amavasai falls in love with thayamma(Kasthuri) and one day gives her some drug making her groggy and then deflowers her. Mani instructs Amavasai to stand for MLA election as independent candidate in the coming general election with his support as mani was not given his party ticket. Amavasai wins by huge margin and becomes the MLA. He forgets his relationship with Kasthuri and rejects her pregnancy and child. Kasthuri and her parents move out of that village to avoid humiliation. Soon kasthuri gives birth to a boy and dies. Amavasai forgets Mani's help and forces him in role under him. He changes his name to Nagaraja Cholan for gaining social status. He marries the only daughter of the rich local landlord, Sivakami (Sujatha) and even cheats him of his Palace. Over years Amavasai grows into highly influential and corrupt politician with high criminal affluence. He builds a strong political empire through shortcuts. His ego and pride to remain in power make him kill many. He wins and remains as MLA of palladam in all the general elections for next 20 years.

The film begins with Azhagiri (Vijayakanth) in serious condition in hospital because he was shot by the police. In the past, Azhagiri was a military officer and got married with Raasathi (Gouthami). After spending few years in military camp, Azhagiri rejoined his wife and his daughter. They shifted to Ramu's house, Ramu (R. Sarathkumar) was his friend and his superior Chakravarthy's son. Few years ago, Ramu teased Raasathi and he was beaten for this act along with his friends Vishwanath (Vishwanath) and Vijay (Vijay Krishnaraj). They cannot forget the humiliation. They tried to rape Raasathi but she committed suicide before. Azhagiri first killed Vishwanath in a public place. Azhagiri was arrested and sentenced to the death penalty. The day before his penalty, he escaped from the jail but the police found him and shot him. Azhagiri is now cured and sees Vijay in the hospital's bed. As last wish, Azhagiri begged the police to stay in the hospital for few more days. Azhagiri also killed Vijay smoothly without anyone suspect him. Azhagiri manages to escape from the hospital with the nurse's help. Azhagiri is now determinated to kill Ramu before the police catches him.

The story begins with Arjun (Sathyaraj) being arrested for multiple crimes. In the past, Arjun was a happy-go-lucky young man. His brother (Delhi Ganesh), a factory's union leader, clashed with his superiors (M. N. Nambiar, Malaysia Vasudevan and Chitra Lakshmanan) for bonus. In the meantime, Arjun fell in love with Radha (Radha). To help the labourer, Arjun cheated the factory's owners as a fake income tax officer, he managed to take all their black money and he gave it to the labourers. Later, Arjun's brother, sister-in-law and his niece were killed. In anger, he tried to kill the culprit and failed. Siva Prasad (Captain Raju), Radha's brother, advised him to surrender but, as an innocent, he refused. However, Siva Prasad arrested him in surprise. Arjun was tortured and his head was shaved. Therefore, a bald Arjun comes to the court. Despite everything was against Arjun, the judge Ram Prakash (Sivaji Ganesan) feels that he is innocent. So Ram Prakash sentences that Arjun will be under house arrest in his isolated island. Along with Ram Prakash how Arjun kills the culprits forms the rest of the story.

They fall in love with each other and they get married. What transpires later forms the crux of the story.
