The film stars Vadivelu in his debut as a lead actor. Monica and Tejashree play the female leads, while Manorama, Nassar, Ilavarasu, Sreeman and Nagesh play supporting roles. Sabesh-Murali composed the soundtrack album and background score. S. Shankar produced and distributed the film under his production banner S Pictures.
Set in the late 18th century during the early stages of the British Raj, the film tells the story of twin brothers separated at birth. Pulikecei XXIII, the foolish elder brother, becomes a puppet of his uncle, the Chief Minister, while Ukraputhan, the wise younger brother, becomes a patriot intent on saving his land and his brother.
Principal photography began in November 2005 at Prasad Studios. Imsai Arasan 23rd Pulikecei was released on 8 July 2006, and was the first historical Tamil film released since Madhuraiyai Meetta Sundharapandiyan (1978). The film received positive reviews, with critics praising the screenplay, the performances, and the dialogues. A box office success, the film won two Tamil Nadu State Film Awards and one Filmfare Award. The film was dubbed into Telugu as Himsinche 23 Va Raju Pulikesi.
Synopsis
In the South Indian kingdom of Cholapuram Paalayam in the year 1771, Raja Mokkaiyappar and his queen, Rajamatha Bhavani Ammaiyar are desperate for a child, as all their previous twenty-two children have died at birth. Unknown to them, Bhavani's brother, Sangilimayan, who is also the Rajaguru (Chief Minister), is responsible for the death of their children. Sangilimayan is shocked to see that his sister has given birth to twins. Before informing the king about the birth, he calls the palace astrologer, Chinnavadayaan, who predicts that the elder twin will be incapable of making decisions on his own while the younger one will be smarter. Sangilimayan orders the palace doctor, Kailasakaruppan, to kill the younger one, but Chinnavadayaan tells Sangilimayan that his actions would not be good for the kingdom. Instead, Sangilimayan orders the palace doctor to abandon the child in a nearby river. The elder child is named Pulikecei XXIII. Maragathavalli, Kailasakaruppan's childless wife, rescues the abandoned child from the river, and the couple decides to raise him as their own, naming him Ukraputhan.Actors

Sethupathy (Kamal Haasan) is an honest and upright police officer. When he arrests four bigwigs Dharmaraj (Nagesh), Francis Anbarasu (Delhi Ganesh), Nallasivam (Nasser) and Satyamoorthy (Jaishankar), they escape justice easily and return to take revenge. They kill him and poison his wife (Srividya). She escapes and gives birth to twins with the help of another woman Muniyamma (Manorama) but the babies are separated and each woman believes that the other is dead because of the events happening next to birth. One of the twins, Raja (Kamal Haasan) grows up as a mechanic with Muniyamma, while the other twin, Appu (Kamal Haasan), a dwarf, grows up in the circus with his mother.

Raghavan (Sarathkumar) and Velu (Vadivelu) work as cooks in a non-veg hotel. Naattamai (Sarathkumar) is a very kind-hearted, disciplined man. He sits on the ancestral throne in his village to do justice (similar to panchayat). He hears all the cases and gives solutions and punishments to the wrong-doers. His wife, Khushboo admires and respects him a lot. His brothers Pasupathi (sarathkumar) and Raja Ravindra fear for him and also have a lot of respect for him as he has brought them up as his children. The young Sarathkumar marries Meena, daughter of an industrialist. She at first never liked Naatamai and her husband for being so timid before his brother but later transforms after knowing his greatness from her father.Raja Ravindra loves his paternal cousin(Ponnambalam)'s daughter (Sanghavi). In the flashback, Periya Naatamai(Vijayakumar) father of naatamai orders Ponnambalam to marry his servant's daughter whom he raped, though he is his sister's son. His brother-in-law shoots at him as he is disappointed by his verdict.Enraged Periya Naatamai gives his final verdict before dying to abandon their family and whoever visits his house will receive the same punishment and also not to share even a glass of water with them. Ponnambalam from then builds envy on his uncle's family and waits for an opportunity to take revenge on them. He plans to bring a lady (Subhashri) as a teacher to the school in the village and tells her to make young Sarathkumar fall for her. She does so to save her father who is in the hands of Ponnambalam. He kills her and makes the villagers believe that Sarathkumar has done this. Naatamai sentences 10 years of exile for his brother's family. Now Ponnambalam comes to know of his daughter's love and tries to kill Raja Ravindra with the help of his goons. Sarathkumar goes in rescue of him and pregnant Meena goes to Naatamai to convey this message. Manorama rushes to Nattamai and reveals the truth and tells that he punished his brother without committing any mistake. Naatamai takes revenge on Ponnambalam and dies on knowing that he gave a wrong verdict. Now younger Sarathkumar is shown taking the ancestral throne from his brother.

Shiva (Akshay Kumar) is a small-time thief in Mumbai who falls in love with Paro (Sonakshi Sinha). Madan (Kamal Haasan) is a dancer by profession who is a dream boy of all young girls.
