Synopsis

In 1912 New Orleans, a seamstress named Eudora is reading the story of The Frog Prince to her daughter, Tiana, and her friend, Charlotte La Bouff. In 994, Castle Wyvern of Scotland is attacked by Vikings, led by the ruthless Hakon. The resident warriors struggle to repel the attack until the sun set, and at night, the seemingly lifeless stone gargoyle statues awaken, revealing themselves to be real living gargoyles. Goliath and his powerful gargoyle clan subsequently defend the castle and successfully forced the Vikings to retreat. The human captain of the guard sees them as heroes, but their heroism appears to do nothing to earn appreciation from Princess Katherine, the court wizard Magus, or the other human residents, most of whom still see their gargoyle protectors as monsters and treat them with prejudice. Goliath's lover and the Captain argued that the gargoyles deserve more praise and dignity, especially since their castle was built on top of the land that originally belonged to the gargoyles, but Goliath adamantly insists that they must endure being misunderstood and protect the castle and all of its residents. The Captain urged Goliath to take his clan away from the castle the following night, but Goliath remains determined to protect the castle.

Detective Lucas McCarthy (Lance Henriksen) finally catches the serial killer named "Meat Cleaver Max" (Brion James) who killed over 100 people and watches his execution. McCarthy and the others watching the execution are shocked to see the electric chair send enough voltage through him to physically burn Max's body before finally dying. Max, however, has made a deal with the devil in order to return from the grave and frame Lucas for a series of grisly murders. He also scares the McCarthy family (who have moved into a new house) and the parapsychologist they hire. Lucas' only hope of stopping Max for good is to destroy his spirit before Max destroys his life and family.

A year after the first film, Dr. Claw (Tony Martin), escapes from Riverton Prison. Chief Quimby (Mark Mitchell), Mayor Wilson (Sigrid Thornton) and Baxter (Bruce Spence) unveil the new female Gadget Model #2 (G2 for short) (Elaine Hendrix), to replace the now glitchy Inspector Gadget (French Stewart). Gadget soon falls for G2, but she turns down his offer to team up, saying she works alone. Also, Gadget angers Quimby after arresting his mother for going .3 mph over the speed limit and for driving without a license. Meanwhile, Dr. Claw plans to steal 5 trillion dollars worth of gold from the Riverton Federal Reserve. Gadget's niece, Penny (Caitlin Wachs) shows him that Claw placed a job ad in the paper for minions. Gadget goes undercover, but ends up causing a bar brawl, which G2 later breaks up. Penny sneaks along with Brain (Gadget's dog), and finds out Claw is planning a heist; she tells Gadget and G2. Despite Quimby warning to stay away or he will be fired, Gadget goes to the stakeout and ends up sabotaging it while trying to help, allowing Claw's minions to escape with ion fuel cells. Quimby makes Gadget spend the next three days as a bathroom janitor instead of firing him as promised.

Fred is treating the Mystery Inc. gang to share in his birthday present: a mystery cruise, compliments of his parents Skip and Peggy. While preparing for the ship launch, Scooby and Shaggy have a creepy encounter with a sinister-looking cloaked man, whom the duo are sure is up to no good. The gang meet the hyper Cruise Director, Sunny St. Cloud, and the captain, Captain Crothers. The Captain says they are bound for the Bermuda Triangle, and St. Cloud promises some creepy intrigue. A montage of sloppy "mysteries" that are staged by St. Cloud and Captain Crothers follow, which the gang solves with ease. This peeves the other guests, who have no mysteries to solve now. Soon they rescue a man lost at sea, who tells of an encounter with ghost pirates. The gang naturally assumes that this is a setup to another mystery. He is taken below deck as a man in a jetpack appears from the sky and lands on deck. He turns out to be Biff Wellington, an English billionaire who is known to be fun-loving yet eccentric. He plans to stay on the ship as well.

The Mystery, Inc. gang visit a Halloween carnival on Halloween night; however, when the magician "The Amazing Krudsky" (voiced by Wayne Knight) does not allow Scooby to see his show, he and Shaggy accidentally expose Krudsky as a fraud during one of his acts, resulting in the gang getting kicked out of the carnival. Later, the rebellious Fairy Princess Willow (voiced by Hayden Panettiere) enters Krudsky's tent, where he secretly reveals his wishes to become a real magician. The fairy inadvertently causes Krudsky to notice her on the Goblin Scepter in a spell book, which can be combined with fairy magic to control Halloween. Krudsky then gets an idea to obtain the scepter and rule the world with it. Willow decides to toy with him, but while flying, she accidentally slams her small body against a metal chair knocking her out; Krudsky then crushes her with his flyswatter. When he notices her cry of pain from being crushed, he sees that she is a real fairy, kidnaps her, and absorbs her magical powers, thus becoming a real magician.
