When a Senator is killed in an explosion, the FBI investigates. The agent in charge is Danny O'Neill (Pierce Brosnan), who is separated from his wife Terry (Lisa Eilbacher) (due to the accidental drowning of their only child in their pool) and behaving very erratically. A man is discovered breaking into his own jewelery shop in the dead of night. Questioned closely, it is discovered that his wife is being held hostage at their home by Steve, a brutal extortionist who demands the diamonds in the shop's safe in exchange for the woman's life.
