The re-informed with the events of the previous film. In a flashback to Young and Dangerous, "Chicken" Chiu (Jordan Chan) heads into exile and decides to go to Taiwan, after a failed hit. The first part of the movie details the events leading up to his return to Hong Kong, following the death of his boss "Uncle Bee" (Frankie Ng). In Taiwan, Chicken's cousin introduces him to the "San Luen" Triad, headed by an influential Taiwanese senator. Although the atmosphere in the city is quite different than Hong Kong, Chicken gains the senator's favor by assassinating his rival. Pleased with the youth's initiative, he promotes Chicken to branch leader and does not even mind Chicken having been smitten with his beautiful mistress. Upon hearing news of Bee's death, Chicken returns to Hong Kong and helps best friend Chan Ho Nam (Ekin Cheng) to get rid of corrupt "Hung Hing" Chairman "Ugly Kwan" (Francis Ng).

The young and talented cop Ball (Aaron Kwok) is partners with the cowardly Fish (Ng Man-tat). One day, the police force received news that a gang of kidnappers has threatened kidnap Jessy Lee (Deric Wan), the son of Hong Kong billionaire Lee Ka-sing (Dennis Chan). The police then sends Ball undercover and takes Jessy Lee's identity and sought for more information in the Lee Enterprises. However, Ball's girlfriend Shun (Chingmy Yau), unexpectedly joins the Lee Enterprises and clashes with Jacky (Maggie Cheung), Jessy's ex-lover who mistakenly believes Ball to be Jessy. Meanwhile, a criminal named Robber (Hung Yan-yan) vows to seek vengeance on Ball after their chief of the gang earlier in a robbery when Ball was chasing him.

Chan Yiu-hing (Simon Yam) possess adept driving skills and works as a car jockey alongside his friends Hung (Wan Yeung-ming), Chung (Roy Cheung) and Dee (Lau Ching-wan). Because Dee was a compulsive gambler, he owed a large amount of gambling debt to Lam Kwok-yeung (Ben Lam), a triad leader of the Wan Chai district and was badly beaten by Lam. In order to pay for Dee's debt, Hing and his friends steal Lam's car and has thus forged a rivalry. Chan Kwok-chung (Simon Yam), a Hong Kong police inspector, has dedicated his career to putting Wong Po (Sammo Hung), a notorious triad boss, behind bars. While escorting a witness with damning evidence of Wong's wrongdoings to court, Chan's car is rammed at high speed by another car driven by Jack (Wu Jing), a ruthless assassin hired by Wong. The impact severely injures the witness and his wife, whom Jack proceeds to kill after getting down from his car. The witness' young daughter, however, is spared. Chan survives too, but has a piece of glass stuck in the back of his head. When the glass is removed, the doctor notices a tumour in Chan's brain and informs him that he does not have long to live. Chan becomes even more determined to bring down Wong Po, using any means necessary.

During a period of time, two cases of murder occurred in the community. The victims include a young woman, whose corpse is said to have been frozen by the murderer using a special technique and being dressed up in a costume afterwards before being discarded like a mere doll. Police Captain Fang Youwei (Simon Yam) and his partner Yan Xiaotong (Ying Er), alongside newly recruited officer Xiao Kai (Yuan Hong) investigate this case. They find out that the two victims were college classmates ten years ago, and also stayed in the same Cosplay club. Fang approaches Zhou Jin (Vivian Hsu), who was classmates with the two victims. The appearance of Zhou lends the case a new direction and she seems to be the next target of the murderer.
