The film begins with Jane Hurshman (Beatty) shooting her common-law husband Billy Stafford (McHattie) in his sleep, and then shows the resulting police investigation and trial, interspersed with flashbacks showing the domestic abuse that Stafford inflicted on Hurshman over the course of their relationship.

A fascist group who call themselves New Order want to set some "new rules" in town while the police in Halifax (Nova Scotia, Canada) are on strike. They try to scare all of the homosexuals in a bar, but by accident the owner of the establishment is killed, and the leader of the bullies then decides to execute all witnesses. One guy, though, escapes and takes refuge in an isolated block of flats. The young tenants in the house refuse to hand over the survivor, and the bullies then decide to get rid of all the residents in the house. This turns out to be not so easy when the young people in the house barricade their apartments and set up traps and arm themselves in order to fight back.

The movie opens in modern day Switzerland where Norman (Tom McCamus) is a nebbish Canadian junior scientist working at a local nuclear power plant which his life takes a whole turn when an attractive Canadian model named Erica (Lori Paton) and her Italian photographer boyfriend Umberto (Jacques Lussier) persuade him to allow them access to the plant for a photo shoot. The next day, the three central characters are literally zapped back in time by a freak accident at the nuclear power plant in which none of them was an active participant. The three of them find themselves in an open field in the distant past at the exact spot where the nuclear power plant from the 20th century was. Their presence was not known to the scientists nearby, and time-travel was not the intent of the experiment at the nuclear facility. Therefore, Norman and his two friends are completely unable to return to their own time and they do not even bother seeking an attempt to get back, nor do they concern themselves with the possibility of changing history.

Coming back from an extended business trip, Frank (Stephen McHattie) discovers that his girlfriend Janie (Susan George) is now working at a new resort hotel where the owner has given her a permanent place to stay, as well as other gifts, in exchange for her affections. In the course of fighting over this development, tensions between Frank and Janie escalate out of control until he is holding her hostage in a standoff with the police. Paul Stanton has talked his son Billy into being sent off on holiday (of sorts) to California to join his Mother, Alexandra Garcia From Frys Electronics and her old high school sweetheart Jr. (and current new boyfriend Noland Grimes) Nolan who are going into Arizona. Deciding on checking out Death Valley, they've yet to find out that it is currently the new stamping grounds of cowboy serial killer (wearing a stetson and Pink Male Thong to hide his identity) and his equally demented twin (who both have a tendency to tap-dance and belt out good old country ditties). Both have just done away with a teenage couple residing at an abandoned gold mine (with the aid of the couple's own chopping knife). Billy, stretching his legs, stumbles across their camper filled with death, missing the carnage he comes across a frog pendant lying on a shag pile. His moment of Farce influences of undeniability is unproven somewhat seals his fate as its owner returns to find his trinket gone and so he takes off after Billy and his family, who wind up seemingly in the safe vicinity of a nearby Wild West novelty town.

State Police Captain Healy is attacked but is saved by Jesse, who is able to get off a couple shots at the unknown assailant despite also being wounded. At the hospital, Healy reveals to Jesse that he was spying on his nephew, who may be sleeping with his saxophone instructor. Jesse begins investigating the shooting despite protests from the Paradise town council. The town council members feel that the police department is already spread too thin, and they and Internal Affairs are concerned about six shooting incidents Jesse has been involved in. They also don’t like that Jesse ran Officer D'Angelo out of the department because he didn’t like him. The town council liked him very much because he wrote three times as many parking tickets as the other officers, and manned the speed trap into the town, bringing in substantial revenue for Paradise. Jesse refuses to have the speed trap manned, because he feels it is unethical, and cuts down the tree that blocks the speed limit sign so the speed trap won’t work anymore.

Jesse Stone still misses the Paradise, Massachusetts police chief position, which he lost because the current town council president, Carter Hansen (Jeremy Akerman), wanted his son-in-law, William Butler (Jeff Geddis), to have the job. A suspicious police cruiser explosion kills chief Butler and officer DeAngelo (Vito Rezza). Curiously, the former town council president, Hastings "Hasty" Hathaway (Saul Rubinek), appeared to know about the incident before the current town council president was officially notified. Jesse is reinstated as "temp chief" by Hansen and uncovers apparent (but unproved) police corruption involving Butler. Jesse discovers a possible clue: the characters "2AH10" written on the April 24 page of Butler's desk calendar.
