Synopsis
A fascist group who call themselves New Order want to set some "new rules" in town while the police in Halifax (Nova Scotia, Canada) are on strike. They try to scare all of the homosexuals in a bar, but by accident the owner of the establishment is killed, and the leader of the bullies then decides to execute all witnesses. One guy, though, escapes and takes refuge in an isolated block of flats. The young tenants in the house refuse to hand over the survivor, and the bullies then decide to get rid of all the residents in the house. This turns out to be not so easy when the young people in the house barricade their apartments and set up traps and arm themselves in order to fight back.Actors

Chicago DEA agent John Hatcher returns from Colombia, where drug dealers killed his partner Chico. As a result of Chico's death and years of dead end work, John retires and heads to his family's home in suburban Chicago. John and his army buddy Max reunite and celebrate at a bar. A gunfight breaks out between local drug dealers and a Jamaican gang called the Jamaican Posse, whose leader is a drug kingpin known as Screwface. John arrests one of Screwface's henchmen as the gunfight ends. The next day, Screwface shoots up the house where John, his sister Melissa, and Melissa's 12-year-old daughter Tracey live. Tracey is hospitalized in critical condition.

American martial artist Casey Bowman (Adkins) has settled down at the Kōga ninja dojo and married Namiko Takeda (Hijii), who is pregnant with their first child. One day, while shopping for a pendant in town, he encounters and fends off against two knife-wielding muggers. Later that night, Casey goes grocery shopping, but when he remembers that the muggers took his wallet, he rushes home only to find Namiko slain, with markings of a barbed wire weapon around her neck. On the day of the funeral, the dojo is visited by a former student named Nakabara (Kosugi), who offers Casey to train at his dojo in Thailand to ease his pain, but Casey declines the offer. Remembering the fighting style of the muggers he encountered, Casey heads to the Azuma dojo to find out their whereabouts before ambushing and killing them in a dark alley.

After completing his training of ninjutsu within Japan as a Ninja, an Angolan Bush War veteran by the name of Cole (Franco Nero) visits his war buddy Frank Landers (Alex Courtney) and his newlywed wife Mary Ann Landers (Susan George), who are the owners of a large piece of farming land in the Philippines. Cole soon finds that the Landers are being repeatedly harassed by a CEO named Charles Venarius (Christopher George) in order to get them to sell their property because, unbeknownst to them, a large oil deposit is located beneath their land. When retired police detective Fan Chi-hung (Alex Man) hears that his former superior Brown's (Roger Ball) son has been kidnapped, he comes back to Hong Kong from the United States to assist in the rescue. Along with Brown's adopted son, Kit (Andy Lau), they go through several investigations and finally rescues the child, which Brown is grateful about. Fan also takes the opportunity to see his ex-lover, Shirley (Kelly Yiu). Kit also knows Shirley and gradually falls for her daughter, Cindy (Regina Kent). However, thing suddenly change. It is revealed that Brown actually engulfed a huge sum of money from a Japanese company, which leads Yakuza member Hoshida (Michael Chan) to Hong Kong to find out the truth. Hoshida, who was originally named Pu, was Shirley's ex-husband when the former was a triad member in Hong Kong. When Browns learns about this relationship, he tells Fan to depart from Hong Kong and let him negotiate in Japan. Unexpectedly, Brown betrays Fan, and the Yakuza tries to kill Kit and Fan and later kills Kit and Cindy. Fan also unintentionally learns of Hoshida and Shirley's relationship and Fan decides to battle to death with the Yakuza.

Lam Wai Tung has cancer. In order to raise money for his younger brother Wai Leung to study medicine overseas, he robs some diamond for smuggler Chiu Ying Kau. After the robbery, he hides the real diamonds himself and gives fake diamonds to Chiu, which he then finds out and kills Tung. In order to recover the diamonds, Chiu sets a scheme and makes Leung a murder suspect and arranges his Japanese female subordinate Miko to save him and hide him and nurse his gunshot wounds. Under Miko's attentive treatment, Leung heals and they establish a profound friendship.
