Synopsis
A fascist group who call themselves New Order want to set some "new rules" in town while the police in Halifax (Nova Scotia, Canada) are on strike. They try to scare all of the homosexuals in a bar, but by accident the owner of the establishment is killed, and the leader of the bullies then decides to execute all witnesses. One guy, though, escapes and takes refuge in an isolated block of flats. The young tenants in the house refuse to hand over the survivor, and the bullies then decide to get rid of all the residents in the house. This turns out to be not so easy when the young people in the house barricade their apartments and set up traps and arm themselves in order to fight back.Actors

Casey Bowman is an American orphan who was adopted into a martial arts dojo in Japan. Because of his perseverance and desire to master bushido, he earns the respect of the dojo's sensei and his daughter Namiko. However, the dojo's top student Masazuka becomes bitter over Namiko's friendship with Casey until one morning, during a sparring match, he loses his temper and nearly kills Casey by throwing a katana at him. In defense, Casey scars Masazuka below his right eye. As a result of his actions, Masazuka is banished from the dojo by the sensei.

In New Orleans, a homeless veteran named Douglas Binder is the target of a hunt. He is given a belt containing $10,000 and told that he must reach the other side of town where he would then win the money and his life. Four days after the events of the first film, detective James Carter is on vacation in Hong Kong, visiting his friend, Hong Kong Police Force Chief Inspector Lee, as he was sent along with Lee in saving the life of the Chinese counsel's daughter in Los Angeles. The fun is put on hold when a bomb explodes at the United States Consulate General, killing two undercover U.S. custom agents inside. Inspector Lee is assigned to the case, which becomes personal when it is discovered that it somehow involves Ricky Tan, his late police officer father's former partner. Tan, who was suspected of having a role in Lee's father's death - though the connection was never proven - is now a leader of the Triads. This, however, causes a rift between Lee and Carter, the later who simply wants to enjoy his vacation and not get into any danger.

After Interpol destroys a mass of Thai opium fields, the drug lords strike back by viciously murdering the officers in charge of the drug raid.
