Lucy is a young woman who starts her practical training as an at-home nurse. She is trained by an older lady, Mrs. Wilson. The last patient on their rounds lives in an old, remote mansion. Lucy enters the mansion, which is filled with stuffed animals, and finds Mrs. Wilson at the bed of the patient, Mrs. Deborah Jessel. Mrs. Wilson tells her that Jessel was once a prominent ballet teacher, but is now bedridden and in a coma. There is a rumor that Mrs. Jessel has a treasure of gold and jewels located somewhere on the property. After her first day on the job, Lucy tells her boyfriend, Will, about the treasure. They constructed giant walled cities to protect mankind and developed a group of elite warriors, the Priests, to turn the tide against the vampires. The majority of the vampires were killed, while the remainder were placed in reservations. With the war over, the Clergy disbanded the Priests. In a small suburban town, a group of university students--Mark Loftmore (Zach Galligan), China Webster (Michelle Johnson), Sarah Brightman (Deborah Foreman), Gemma (Clare Carey), James (Eric Brown) and Tony (Dana Ashbrook)--visit a mysterious wax museum, where they encounter several morbid displays, all of which contain stock characters from the horror genre. Tony and China unintentionally enter two separate pocket worlds, as depicted by the waxwork displays, by crossing the exhibition barrier rope. Tony is at a cabin where a werewolf (John Rhys-Davies) attacks him. A hunter and his son arrive and try to kill the werewolf. The son fails and is torn in two, while the hunter shoots the werewolf, and then shoots Tony as he begins to transform into a werewolf. China is sent to a Gothic castle, where vampires attack her and Count Dracula (Miles O'Keeffe) turns her into a vampire. Two of the other students, Mark and Sarah, leave the waxwork unscathed. Later, Jonathan (Micah Grant), "a college jock", arrives at the wax museum, looking for China, but The Phantom of the Opera display gets his attention as David Lincoln (David Warner) walks him into the display. Mark goes to a pair of investigating police detectives, Inspector Roberts (Charles McCaughan), and meets Lincoln as he lets Roberts investigate the waxworks. As Mark and Roberts leave the Museum, Mark recognizes Lincoln.

The entire vampire world is active at night, and various technological and architecture advances are made to adjust the populated areas to vampires' night cycle (such as UV protective cars, underground railways and paths across the cities, and UV warnings).
