In 1908, the young Estonian politician Aleksander Kesküla (Üllar Saaremäe) has escaped from Estonia, then part of the czarist Russian empire, to Switzerland. Kesküla is strongly concerned about the national oppression in the Russian empire. It is also the point of view of the famous Russian exile and bolshevik, Vladimir Lenin. (This role was played by Viktor Sukhorukov). Lenin believes czarist Russia to be "the prison of nations". Kesküla takes his last exams at the University of Bern. When World War I bursts into flame, Lenin views the Russian and German bourgeoisies to both have caused the war and so he begins to agitate "to end war even if Russia will be defeated."

One year after the events of Lethal Weapon, LAPD sergeants Martin Riggs and Roger Murtaugh are pursuing unidentified suspects transporting an illegal shipment of gold krugerrands. Chev Chelios (Jason Statham) is a Chinese-based British hitman, working for a crime syndicate headed by Uglyman (Carlos Sanz). Chelios is contracted by Carlito to kill mafia boss Don Kim (Keone Young) as members of the Triads have been encroaching on Carlito's business. Carlito betrays Chelios by making it appear he assassinated Don Kim on his own, without his authorization. Ricky Verona (Jose Pablo Cantillo), an ambitious small-time criminal uses the opportunity to conspire with Carlito against Chelios; Verona will kill Chelios so the Triads do not retaliate, and then take Chelios's place as Carlito's new hired gun. While Chelios sleeps in his apartment, Verona, his brother Alex (Jay Xcala), and several henchmen break in and inject Chelios with a Chinese synthetic drug which inhibits the flow of adrenaline, slowing the heart and eventually killing the victim. Chelios wakes to find a recording left by Verona showing what he has done.

Marko (Mihajlo Jovanovic) is an unsuccessful director that begins filming with Cane (Srdjan Miletic), a porn director, after he finds himself unable to successfully shoot his own films. Through these films Marko finds an outlet for the anger he feels towards society, as well as a new group of friends in the porn industry. Marko eventually has a falling out with Cane and starts his own porn cabaret club. An initially positive beginning turns sour when Cane's brother interrupts a film premiere, resulting in the press destroying Marko and his club. Marko debates leaving the city, but is approached by a German journalist who suggests that Marko begin making snuff films.
