In the year after the success of the RoboCop program and Jones's death, Omni Consumer Products (OCP) has created a new plan to have Detroit default on its debt so that OCP can foreclose on the entire city, take over its government, and replace the old neighborhoods with Delta City, a new planned city center independent of the United States government, enabling them to effectively have an entire city to be controlled by OCP., 2h25

In the last two days of 1999, Los Angeles has become a dangerous war zone. As a group of criminals rob a Chinese restaurant, the event is recorded by a robber wearing a 'SQUID', or "Superconducting Quantum Interference Device", an illegal electronic device which records events directly from the wearer's cerebral cortex, and when played back through a MiniDisc-like device called a "deck", allow a user to experience the recorder's memories and physical sensations. Lenny Nero is a former LAPD officer turned black marketeer who deals in bootleg SQUID recordings. His main supplier, Tick (Richard Edson), tries to sell the robbery clip to him. Lenny eventually agrees to buy it at a reduced price, having to cut out the last part where the rig records the robber's death by falling; clips that record the wearer's death are known as "blackjack" (snuff) clips, because the experience is described as "jacking into the big black" by Tick., 1h57

After Robocop 2, Detroit is on the verge of bankruptcy after a series of failed business plans and drop of stocks, and are now struggling with their plans to create the new Delta City. To speed up the process, OCP creates an armed force called the Urban Rehabilitators, nick-named "Rehabs," under the command of Paul McDaggett (John Castle). Ostensibly its purpose is to combat rising crime in Old Detroit, augmenting the ranks of the Detroit Police Department in apprehending violent criminals. In reality, it has been set up to forcibly relocate the residents of Cadillac Heights. Nikko, a Japanese-American computer whiz kid, loses her parents in the process., 2h25

In April 2054, Washington, D.C. has a special police force called PreCrime that stops murderers before they act. Murders are predicted using three Precogs, mutated humans who "previsualize" crimes by receiving visions of the future. Over the past six years, PreCrime has successfully reduced the city's murder rate to zero, and the Federal government is on the verge of adopting it, even though the public finds it controversial. Captain John Anderton (Tom Cruise), the head of PreCrime, has been suffering from drug addiction since the unresolved disappearance of his son, Sean, which led to his wife, Lara (Kathryn Morris), divorcing him. With PreCrime poised to go nationwide, the system is being audited by Danny Witwer (Colin Farrell), an agent from the United States Department of Justice. In the middle of the audit, the Precogs generate a new prediction, one saying that Anderton will murder a man named Leo Crow in thirty-six hours. Anderton does not know Crow, but flees the area as Witwer begins a manhunt., 1h51

In 2009, the super-wealthy achieve immortality by hiring "bonejackers", mercenaries equipped with time travel devices, to snatch people from the past, just prior to the moment of their deaths, for use as substitute bodies. Those who escape are known as "freejacks" and are considered less than human under the law. In this dystopian future, most people suffer from poor physical health as a result of rampant drug use and environmental pollution, making them unattractive as replacement bodies., 1h42

In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force. The company plans to replace the poor, run-down sections of Old Detroit with the high-end "Delta City," but must first address the city's high crime rate. As an alternative to existing law enforcement, OCP senior president Dick Jones (Ronny Cox) offers the prototype ED-209 enforcement droid, but it accidentally kills a board member during a demonstration. The OCP chairman, nicknamed "The Old Man" (Dan O'Herlihy), decides instead to back Jones' young rival, Bob Morton (Miguel Ferrer), and his experimental cyborg police officer program, "RoboCop., 1h57

In 2028, multinational conglomerate OmniCorp revolutionizes warfare with the introduction of robotic peacekeepers capable of maintaining law and order in hot spots such as Iran. Led by CEO Raymond Sellars, the company moves to market its tech to domestic law enforcement, but the passage of the Dreyfus Act, forbidding deployment of drones on U.S. soil, prevents this. Aware that most Americans oppose the use of military systems in their communities, Sellars asks Dr. Dennett Norton and his research team to create an alternative. The result is a proposal for a cyborg police officer. However, Norton informs Sellars that only someone who is stable enough to handle being a cyborg can be turned into one, and some candidates are rejected., 1h58
