Formby plays a bumbling War Reservist police officer called George Carter who aspires to become a member of the flying squad. The film is set in Merseyside where the battleship HMS Hercules is being built. A group of saboteurs are planning to destroy HMS Hercules by blowing it up. George manages to foil the saboteurs' attempts to destroy HMS Hercules, saving the battleship from being blown up by saboteurs. One of the saboteurs, called "Jake", is played by Bernard Lee.

We see a panorama of London in 1600 and travel to the Globe Theatre where the audience is being seated. The Chorus (Leslie Banks) enters and implores the audience to use their imagination to visualise the setting of the play. We then see, up on a balcony, two clergymen, The Archbishop of Canterbury (Felix Aylmer), and the Bishop of Ely (Robert Helpmann) discussing the current affairs of state. Henry (Laurence Olivier) then enters, and discusses with his nobles the state of France. A gift is delivered to Henry from the French Dauphin. The gift turns out to be tennis balls, a jibe at Henry's youth and inexperience. Offended, Henry sends the French ambassador away, and prepares to claim the French throne, a throne that he believes is rightfully his.

They are sent to meet a convoy and escort them safely into English coastal waters. One stubborn merchant ship captain refuses to join the convoy and is attacked by a U-boat which sets a trap for the convoy and its escorts.

In the early days of World War II, Norman Pitkin, a roadmender with St Godric's Borough Council, falls foul of the soldiers in an army camp, when his handiwork slows down access to the camp. The film opens with the statement: "The German invasion of Britain took place in 1940 after the retreat from Dunkirk." After months of fierce resistance and brutal reprisals, the occupying forces manage to restore order, largely suppressing the resistance movement. However, due to demands from the Ural Mountains front, most German troops are eventually removed from Western Europe, and the garrisoning of Britain is largely carried out by local volunteers to the German army and the SS.

In 1943 two Belarusian boys are digging in a sand field looking for abandoned rifles in order to join the Soviet partisan forces. Yustin, an old man, warns them not to dig (using sarcasm and reverse psychology). One of the boys, Flyora (Aleksei Kravchenko), finds an SVT-40 rifle. The next day partisans arrive at his house and take Flyora with them, to the dismay of Flyora's mother. She fears that the loss of her son, like his father before him, will lessen her and her daughters' chances of survival.

A land mine had been buried beneath him by the Bosnian Serbs; should he make any move, it would be fatal.
