The Police Commissioner, Advocate Sinha and Police Inspector Vikram Singh(Sunil Shetty) arrive at the Central Mental Hospital to speak with an inmate, Arun Saxena(Ajay Devgn). Bombay City lives in fear of a notorious thief who calls himself Chindi Chor (Gulshan Grover), and steals whenever and whatever he desires without any regard to security, and police protection. When Ghoshal (Ashish Vidyarthi) announces the exhibition and subsequent auction of Emperor Babushah (also played by Gulshan Grover)'s crown, Chindi challenges him that he is going to steal this priceless crown, and Ghosal accepts the challenge, and hires private security guards. Chindi carries out the theft, and two of the security guards, Vikram (Mohammad Iqbal Khan) and Ajay (Anuj Sawhney), and an accomplice, John D'Souza (Paresh Rawal), become prime suspects, and are on the run. They must apprehend Chindi and recover the crown to absolve themselves of this crime. While being chased by security guards, the trio crash into a wall, and are transported back to the 10th century, straight into the palace of Emperor Babushah himself. The trio think they are on the sets of a Bollywood movie, and take nothing seriously, until they are imprisoned. It is then the hapless trio realize that they must not only escape, but must also take the crown, back with them to the 21st century to absolve themselves of this crime. They do realize that only a miracle can get them back to the 21st century.

As children, Suraj (Aditya Pancholi) and Amar (Mohsin Khan) have watched their father being brutally beaten by a police inspector. Both grow up and become small time criminals. This leads them to the big gangster Pasha (Paresh Rawal). They part ways because Amar hates gangland activities, especially drugs. Suraj, on the other hand, wants wealth and wants to become rich. Suraj kills Pasha and becomes a big time gang leader. Amar is terrified that Suraj is lost in the world of crime and has forgotten humanity. In the climax of the movie, Sultan Anupam Kher phones Suraj and asks him to kill Amar to which he refuses. Later that day Suraj is chased by the police (Inspector Kotwal had ordered Inspector Khan to do so) and is injured while his bodyguard is killed. Suraj reaches the place where Amar and Suraj used to go and Amar who felt the voice of his friend calling him rushed to the place. Inspector Kotwal reaches there and Amar tells him that Suraj wishes to surrender. Inspector Kotwal reveals that he is actually Sultan, the real gang leader and attempts to kill Suraj. Amar saves Suraj and thinking that he had killed Sultan he returns to Suraj, just then Sultan arrives at the scene and attempts to stab Amar from behind, Suraj seeing him coming towards Amar pushes Amar and is stabbed by Sultan who is finally killed by Amar.

King Vikram Singh (Amjad Khan) rules over a tiny state in India, called Vikramgarh. His sons are the royal twin-brothers Harshvardhan and Govardhan (double role by Jackie Shroff). Harshvardhan is the smarter one of them, hence he is regarded to become the future King of Vikramgarh. The Diwan Thakur Karan Singh (Kader Khan) is his loyal friend who stays at the prince's side all the time to train him for his future duties. Govardhan can have all the liberty he wants, while Harshvardhan has to face his duties and hence cannot enjoy the same freedom. One day, when his marriage to Jayshree (Shilpa Shirodkar) is planned, he decides to make his brother take his place, so Harshvardhan and his Diwan go to Mumbai where Harshvardhan meets Bharati (Divya Bharti) and instantly falls in love and thus becomes the enemy of Jack (Gulshan Grover) who plans on getting Bharati for himself and marry her.

Vishal (Ajay Devgan), is a very hard-working officer who takes care of his family. He loves Sapna (Urmila Matondkar). His uncle, Lekhraj (Paresh Rawal), is trying to kill Vishal because he is a criminal whom Vishal is trying to unveil but does not know it is his uncle whom he respects. Then a robbery happens and Arun (Ajay Devgan) is the robber who is the duplicate of Vishal. Then Vishal was telling the Commissioner (Shivaji Satham), about Arun and him being his duplicate when he is shot by Lehkraj's son because he is on his father's side. Then Vishal goes into a coma and then the Commissioner makes a scheme with Arun to portray him as Vishal in the world's eyes so criminals have a fear of Vishal. When the Commissioner was talking with Arun, Sapna comes and the Commissioner tells Arun to hide behind the one-way transparent mirror. When Sapna comes, Arun instantly falls in love at first sight. When she was seeing through the mirror she did not see Arun but he saw her. Then the Commissioner tells Vishals family that Arun is Vishal. Arun's two friends, pooja (Mahima Chaudhry) (who loves Arun but Arun doesn't love her back), and Okay (Johnny Lever). Pooja cries and adamantly asks the Commissoner to tell her the whereabouts of Arun. Time passes by and Vishal comes back from coma and Sapna is shocked and starts to hate Arun because of him not being Vishal and not telling her. Then as time passes, Arun keeps coming back because Vishal needs to be concentrating on his criminals and Sapna so he tells Arun to look after Sapna. One day Sapna tells Arun that "she spent time with Arun" thinking that whom she talking to is Vishal (but it is actually Arun she is talking to). She then starts to love Arun. Then Pooja finds out that Arun loves Sapna and Pooja is heartbroken. Sapna comes to Arun and asks him what should she do. He tells her that he does not deserve her but Vishal does. Vishal's and Sapna's marriage is arrange and the Commissioner finds out that the uncle of Vishal is the one who is terrorizing the city and Vishal is informed by him. Then the uncle shoots Arun trying to shoot Vishal. His uncle and his son are arrested and Arun survives. Just as he is leaving, he is stopped by Vishal and is told why is he leaving without Sapna. Then it is revealed that when Pooja was telling Arun that Sapna loves Arun, she was actually talking to Vishal.Then Vishal unites Arun and Sapna. In the end, Vishal goes his own way, and so does Pooja.
