In a world populated by anthropomorphic vehicles, the last race of the Piston Cup championship ends in a three-way tie between retiring veteran Strip "The King" Weathers, infamous runner-up Chick Hicks, and rookie Lightning McQueen. The tiebreaker race is scheduled for one week later at the (fictional) Los Angeles International Speedway in California. The film begins with GloboTech Industries acquiring the Heartland Toy Company. CEO Gil Mars tells remaining toy designers Larry Benson and Irwin Wayfair to develop actual live-action toys capable of "playing back". Mars selects Larry's action figures, the Commando Elite, for the project and Irwin's educational toys, the Gorgonites, for their enemies. After Mars sees a commercial showing the toys doing activities they are incapable of doing, he accuses them of false advertising, saying Globotech delivers on what it promises. Mars then orders Benson to have the toys on the shelves in three months acting just as they do in the commercial or get fired. Faced with such a tight deadline, Benson forgoes safety testing, then uses Irwin's password and chooses GloboTech's overly powerful, X1000 intelligent AI munitions microprocessor integrated circuit to control the toys., 1h13

On the streets of Fifth Avenue, an orphaned kitten named Oliver is left abandoned after his fellow orphaned kittens are adopted by passersby. Wandering the streets by himself in search of someone to adopt him, Oliver meets a laid-back dog named Dodger who assists the kitten in stealing food from a hot dog vendor named Louie. Dodger then flees the scene without sharing his bounty with Oliver. Oliver follows Dodger all throughout the streets until he eventually arrives at the barge of his owner, a pickpocket named Fagin, along with his meal, to give to his friends: Tito the Chihuahua, Einstein the Great Dane, Rita the Saluki and Francis the Bulldog. Oliver sneaks into their home, located below the city's docks, and is discovered by the dogs. After a moment of confusion, Oliver is then received with a warm welcome. Fagin, owner of the dogs, comes in and explains that he is running out of time to repay the money he borrowed from Sykes, a ruthless shipyard agent and loan shark. Sykes tells Fagin the money must be paid in three days, or else. Sykes' Dobermans Roscoe and DeSoto attack Oliver but the cat is defended by Fagin's dogs. Immediately thereafter, a depressed Fagin returns to the barge, lamenting that he has only three days to find the money he owes Sykes. A young, naive boy named Billy Forrester (Luke Benward) has a weak stomach and vomits easily. Austin Millbarge is a geekish, basement-dwelling codebreaker for The Pentagon who aspires to escape his under-respected job to become a secret agent. Emmett Fitz-Hume, a wisecracking, pencil-pushing son of an envoy, takes the foreign service exam under peer pressure.
