It was created by Lee David Zlotoff and funded by the American Broadcasting Corporation, Walt Disney and Rai uno radiotelevisione, with Lockheed acting as technical advisors.
The film features a fictional small "all American" Pacific Northwest logging and mining town called Plymouth that is destroyed by a Love Canal-style ecological disaster, in this case in the form of a severe radiation leak from a nearby factory. The corporation responsible, UNIDAC, compensates the surviving townsfolk for the loss of their homes, possessions, and accustomed lifestyle by establishing a moon colony on the site of a previously struggling mining project. UNIDAC offers to pay each member of the town to emigrate and start their lives over in the new outer space colony named after their former town.
The film then focuses on their new lives as they adjust to space hazards such as radiation from solar storms, extravehicular excursions in airless environs, and medical crises in the micro-gravity of the moon. The film starred Dale Midkiff, Cindy Pickett, Richard Hamilton, and Jerry Hardin.
The film was first broadcast on Sunday, May 26, 1991. At the time it was considered to be one of the most expensive such movies ever made. The movie's soundtrack was scored by Brad Fiedel. Elements of the film's set and prop design would show up in a number of later TV and film productions.
Despite apparently successful showings of the pilot on ABC, the show was ultimately not picked up as a series.

The story centers on a young woman named Percy (Alison Elliott) who was recently released from prison. She arrives in a small town in Maine with hopes of beginning a new life. DeepStar Six is a prototype deep-sea colony funded by the United States Navy with a collection of 11 military and civilian crew members in the last week of their six month tour. The brainchild of Dr. Van Gelder, the base is allowed to conduct its experiment on underwater colonization provided that he also oversee the installation of a nuclear missile storage platform nearby. Nearing the last days of his deadline, Van Gelder's plans are threatened when geologist Burciaga (Elya Baskin) discovers a massive cavern system at the installation site. Van Gelder orders the submarine crew to use depth charges to collapse the cavern, to the dismay of Dr. Scarpelli (Nia Peeples), who wants to preserve the cavern to study the potentially primordial ecosystem she suspects lies inside.

In December 1775, Cletus Moyer (Brooks) is a free black Northerner in colonial America, working with a pre-Underground Railroad network to help slaves escape captivity. In the days just prior to Christmas, a group of bounty hunters led by Hattie Carraway (Mulgrew) captures Moyer near the Parker plantation in Spotsylvania County, Virginia. Because of his capture, dozens of slaves who have already left their plantations in escape attempts are in danger of being captured as well. Moyer implores two slaves from the nearby Reynolds plantation to take his place: Kunta Kinte (Burton), a Mandinka in his mid-twenties who was captured in what is now the Gambia, and Fiddler (Gossett), an elderly man who was born into slavery. Kunta is eager to help (and to escape himself), but Fiddler is unwilling, fearful of the consequences if they are caught.
