The film takes place in late 1999. India has an out-of-control nuclear satellite in orbit that is about to re-enter the atmosphere at any time, contaminating large areas of the Earth. This has caused a massive panic, with everyone trying to flee the likely impact sites. Caught in a traffic jam, impatient and disconnected Claire Tourneur (Solveig Dommartin) escapes the highway congestion by taking a side road. Her dashboard computer system announces she has left the map zone database and is on her own. She then has a couple of odd encounters, first with a pair of bank robbers (which leaves her with a large amount of cash), then with a hitchhiker being pursued by an armed party. Claire discovers, after falling in love with the enigmatic fugitive, that he is the son of a scientist (played by Max von Sydow), and has absconded with the prototype of a secret research project. In the Straits of Sembaleng, five men are dispatched by submarine in Klepper canoes to rescue survivors of a shot-down plane on a nearby island which is occupied by the Imperial Japanese Army. Led by Paul Kelly (Gibson), an inexperienced commando officer, the team secretly lands on the island and hides their kayaks. As they venture in land, Ted 'Kingo' King is hit by fire from an unseen machine gun post, the team quickly eliminates the Japanese defenders and return to their wounded comrade. Joan (Judy Davis) is a young Australian communist who goes to the Soviet Union as part of a work study program in the 1950s. There she catches the eye of Soviet dictator Joseph Stalin (F. Murray Abraham) and the two sleep together just before Stalin dies. Returning to Australia, Joan discovers she is pregnant and gives birth to Stalin's love child, whom she names Joe (Richard Roxburgh). Her son has a troubled upbringing, rebelling against both his mother's left wing politics and Australian society in general.
