Raajjiyam is a South Indian Tamil film released in 2002. Raajjiyam marked the debut of popular Malayalam actor Dileep in Tamil cinema. Film was dubbed in Hindi as Yeh Kaisi Hukumat.
Synopsis
Karthikeyan(Vijayakanth) runs a Central Government authorized secret service agency under the guise of an organization that helps people arriving in Chennai. He leads a happy life with his wife(Shamita Shetty), daughter and younger brother Surya(Dileep), a mute. Surya falls in love with Anuradha(Priyanka Trivedi), a woman that Karthikeyan brings home from the railway station but her past forces her to reject his romance. When the Governor's(Murali) daughter-in-law dies, Karthikeyan finds out that it was a murder and arrests the Governor's son(Anand). Though the Governor outwardly congratulates Karthikeyan and even appoints him as his personal bodyguard, he is in fact plotting his revenge on him.Actors

The film takes place in the 19th Century British India and is the story of the fight for independence from the British between 1825 to 1875. The film tells the story of men that lead the war against British Rule: Sanga (Dilip Kumar), Bharat (Manoj Kumar) known as Kranti, a prince (Shashi Kapoor) and a freedom fighter (Shatrughan Sinha). Sanga is an honest and dedicated employee in the kingdom of Ramgarh, owing allegiance and loyalty to no one except Raja Laxman Singh. When Laxman Singh conditionally permits the British to use the port for trading purposes, Sangha finds out that the British are taking out gold and jewellery and bringing in ammunition, and puts a stop to this. He goes to report this outrage to Laxman Singh, only to find him stabbed to death. Sanga is charged with treason and of killing Laxman Singh. Sentenced to death, he escapes and forms a group of revolutionaries who have only one goal - to drive the British out of India. This group multiplies into several armies, all united with one slogan - an Independent India, also known as Kranti.

Manoj Kumar played a village man 'Bharat', who sacrifices everything to get his brother educated. His brother (Prem Chopra) goes abroad and comes back a selfish man wanting his share of the property. But when war of 1965 between India and Pakistan breaks out, Bharat is off to the war; while his selfish brother, with the help of his greedy uncle, Charandas(Madan Puri) and some partners, tries to gain profit by selling drugs and blackmarketering in the market. In the end, Bharat returns as a war hero defeating the demon designs of the enemy and his brother repents as he is caught by the police (by the brother-in-law of Bharat). Hence, he vows to be a good & hardworking brother just like his Indo-Pak war veteran brother Bharat.

Shankar (Manoj Kumar) loses his first wife (Nanda) in an accident. She died while saving her son (Deepak). Due to the accident Deepak loses his voice. Shankar wants to hear Deepak but it is only possible by an operation. So, Shankar tries hard to collect money for the operation. After much struggle Shankar gets the money for the operation. The operation gets started, and becomes successful. After one day of the completion of the operation Shankar asks the doctor to meet Deepak, but the doctor suggests him to meet Deepak a day later. To pass the time Shankar goes to factory, where in the excitement to meet Deepak he loses his control and get injured due to which he loses his hearing power. The father, who only lives to hear his son, becomes deaf when his son gets voice.

After the retirement of his dad (Krishan Dhawan), the responsibility is on Bharat (Manoj Kumar) to look after his Delhi-based family. The film deals with the social stigma associated with a handicapped girl in a rural milieu. Murali is a potter by profession. He has a sister, who is born dumb. Murali has to struggle a lot as the handicraft industry is a dying industry and a good amount of money is taken away by his father (Manivannan), who is a drunkard and a gambler. But, he tries to hide his sorrows by having fun with his sister and servant (Vadivelu), who is also his trusted friend. He is in love with his neighbour (Meena), a weaver. He wants to get his sister married to a noble man. But many reject her as she is dumb. Finally, one man agrees to marry his sister but on condition that Murali must offer dowry. Murali then sells many things dearer to him to get money for the dowry. But, that money is taken away by his father and the marriage falls through. Yet Vadivelu offers to marry his sister without asking dowry and Murali goes home along with Vadivelu to convey this happy news to his sister. But it was too late as the sister commits suicide. Murali as a penance decides to marry a handicapped girl.
