In 1949 Los Angeles, gangster Mickey Cohen wants to control all organized crime and argues with local mobster Jack Dragna that they should not allow the East coast mafia to run the town. London-based gangster George Thomason and his right-hand man, Ken Pile, an animal lover with a bad stutter, plan a jewel heist. They bring in two Americans to help: con artist Wanda Gershwitz and "weapons man" Otto West, a loud-mouthed Anglophobe who fancies himself an intellectual and hates being (correctly) called stupid. Wanda and Otto are lovers, but they hide this from George and Ken, pretending to be brother and sister, so Wanda can work her charms on them. The robbery goes well, and the thieves get away with a large sum in diamonds. However, they are briefly spotted during their getaway by Mrs. Coady, an elderly lady walking her three dogs. The group then hide the loot in a safe in an old workshop. Soon after, Wanda and Otto betray George to the police and he is arrested. They return to collect the loot, with Wanda planning to double-cross Otto as well, only to find that George has moved it. Wanda decides to seduce George's barrister, Archie Leach, so that he can persuade George to plead guilty and give up the location of the diamonds. Unhappily married, Leach is brow-beaten by his vindictive wife, Wendy, and spoiled daughter, Portia, and he quickly comes under the spell of Wanda's charms.

The film centers around Meg (Mira Sorvino), a med student who after a traumatic experience moves to Staten Island to live with her grandmother while she gets back on her feet. Her grandmother's care giver, Mrs. Saladino, recommends Meg for a waitress job in a family-run Italian restaurant called 'Santalino's'. There, Meg meets Raychel (Mariah Carey) and Kate (Melora Walters) and becomes fast friends with the two. Not long after starting, Meg discovers exactly what kind of clientele she is serving, the Mob. Meg becomes an adored fixture and valued asset due to her medical training, offering medical advice to several of the mobsters. One night she becomes the focus of anger from one of the mob men, who slaps her. This leads Frankie (Christian Maelen) and Mr. Santalino to kill the man. Frankie forcibly orders Meg to chop up the body. Now realizing what she has gotten into she decides she needs to get out as fast as possible. She confides in Kate, and she discovers that Kate is actually an undercover police officer. Meg is then convinced by the police to help them in a sting operation. She is soon discovered and a shoot out ensues in the restaurant. She is believed to be dead. Raychel has moved on to a more subdued life. In the final scene Kate returns on their birthday, July 11, and reveals that Meg is actually alive, and the girls celebrate the pact that they made the year before.

Cosimo (Luis Guzmán) is arrested when he and Toto (Michael Jeter) try to steal a car. In prison, he meets an old man who tells him of a “Bellini” - a perfect heist - that he could not carry out because of a life sentence. Cosimo asks his girlfriend Rosalind (Patricia Clarkson) to find a "Mullinski" (Clevelandese for someone willing to do a prison stretch in exchange for money) so that he can walk free and pull off the heist. Rosalind and Toto ask misfits Basil (Andrew Davoli), Leon (Isaiah Washington), Riley (William H. Macy), who babysits his infant son while needing £1,000 to pay his own wife’s jail fine, and Pero (Sam Rockwell), a boxer who agrees to confess to Cosimo's crime for $16,000 but ends up being jailed alongside him. While inside, Pero gets Cosimo to tell him what the Bellini is before revealing that his own sentence was suspended, leaving Cosimo still in jail. Returning home, Pero is met by Rosalind and the other four demanding a refund. He tells them he used the $16,000 to pay off debts but will share the Bellini details. The six then decide to carry out the heist themselves.
