It is a standalone sequel to the 1981 feature film Scanners with a different cast. It was written by B.J. Nelson and directed by Christian Duguay. The plot involves a crooked police commissioner who schemes to gain control of a major city by manipulating Scanners (persons born with telepathic and telekinetic abilities) to do his bidding.
Synopsis
During one of his classes, a young veterinarian intern named David Kellum (David Hewlett) discovers that he has mental abilities to read and control minds of others. When he moves from his country home to the city to continue his studies, he finds difficulty in controlling himself: the congestion of many minds and the ability to hear voices overwhelm him.Actors

A young female scanner is troubled by the painful side-effects of her powers. This drives her to try her adoptive father's experimental drug called Eph3 (pronounced F-3) - a variant of the Ephemerol, which cuts off moral conscience and causes her to become a megalomaniac. She kills her father and takes over his pharmaceutical company. Her long-lost adopted brother, also a Scanner, is alerted to her dangerous behavior and returns to stop her.

The year is 2078. The planet Sirius 6B, once a thriving mining hub, has been reduced to a toxic wasteland by a civil war between the mining company, known as the New Economic Block (NEB), and the Alliance, a group of former mining and science personnel. Five years into the war, Alliance scientists created and deployed Autonomous Mobile Swords (AMS) — artificially intelligent self-replicating machines that hunt down and kill NEB soldiers on their own. They are nicknamed "screamers" because of a high-pitched noise they emit as they attack. Screamers track targets by their heartbeats, so Alliance soldiers wear "tabs" which broadcast a signal canceling out the wearer's heartbeat and rendering them "invisible" to the machines.

When a Senator is killed in an explosion, the FBI investigates. The agent in charge is Danny O'Neill (Pierce Brosnan), who is separated from his wife Terry (Lisa Eilbacher) (due to the accidental drowning of their only child in their pool) and behaving very erratically. Initially the investigation does not reveal the kind of explosive used or even what was used to detonate it. Eventually it is learned that terrorists have developed an "invisible" liquid explosive which is activated within the human body (by stomach acid). It also does not help that they have to report to Senator Traveres (Ron Silver), the man whom O'Neill's wife is having an affair with and whom Danny also assaulted.

The film opens to the sounds of a couple having sex. Afterwards, Carlos the Jackal (Aidan Quinn) kills a spider in its web with his cigarette and evicts the woman (Lucie Laurier) from his room because he claims he has work to do. He is seen donning a disguise, and he walks to a cafe where CIA officer Jack Shaw (Donald Sutherland) is sitting at a table outdoors. He recognizes Shaw and asks for a light. Shaw does not recognize Carlos, because of his disguise, but he turns to watch Carlos enter the cafe. He watches as Carlos detonates a grenade, killing dozens of people.

Neil Shaw (Snipes) is an operative for the United Nations's covert dirty-tricks squad, using espionage and quasi-ethical tactics to secure peace and cooperation. In Hong Kong, Shaw infiltrates a Chinese New Year party held by Chinese business mogul David Chan (Tagawa) and covertly hacks an office laptop of a North Korean Defense Minister, and blackmails him with the misappropriation of U.N. aid money, in exchange for continuing negotiations with South Korea.
