Synopsis
Sam Staziak played by Daniel Quinn, a rookie cop with the Los Angeles Police Department, is also a 'Scanner' (a person born with telepathic and telekinetic abilities). When a string of murders begins to decimate the police department, Sam faces sensory overload and possible insanity as he uses his powers to hunt the man responsible for the killings.Actors

Peyton Westlake (Arnold Vosloo), still searching for the key to creating a permanent liquid-skin formula to repair his burned face and hands, is approached by Dr. Bridget Thorne (Darlanne Fluegel), one of the physicians who saved Westlake's life following his brutal attack at the hands of Robert G. Durant. Thorne claims that she wants to help Westlake discover the key to his liquid skin, and also repair his nervous system, allowing him to regain some of his sensory loss. Using a laboratory set-up Thorne has, Westlake is finally able to devise a small amount of permanent liquid skin, which does not break down in sunlight as his other samples have.

The film opens as King Cromwell (Richard Lynch) and his men land ashore of Tomb Island in search of Xusia of Delos (Richard Moll), a long-dead sorcerer who may be the key to overthrowing his rival King Richard, whose land of Ehdan is the richest in the world. The film is set during 1941 (in contrast to Puppet Master 1 establishing that Toulon committed suicide in 1939, and should've been 1938) in World War II Berlin. A scientist named Dr. Hess is forced by the Nazis, especially his Gestapo liaison Major Kraus, to create a drug capable of animating corpses to use as living shields on the battlefield after losing too many on the Eastern Front. But, Dr. Hess cannot get it right: While the corpses do reanimate, they have a tendency towards mindless violence. In a small theater downtown, Andre Toulon has set up a politically satirical puppet show for children, starring a six-armed American Old West puppet named Six Shooter, who attacks an inanimate reconstruction puppet of Adolf Hitler. The show is, next to a crowd of children, also attended by Lt. Erich Stein, Kraus' driver. After the performance, Toulon and his wife Elsa feed the puppets with the formula which sustains their life force, but they are watched by Stein, who informs his superior the next morning. Hess, genuinely fascinated by the formula, wants Toulon to freely share the secret with him, but Kraus wants to take Toulon in for treason.

A college student discovers her dorm was once a notorious asylum. According to Winthrop's campus newspaper, The Johnsonian, a group of college freshmen with troubled pasts and nightmares are at Richard Miller University for orientation a couple of weeks prior to the beginning of classes. They stumble into an old restricted area and awaken the spirit of a mad doctor, who then proceeds to torture and torment the students in the same way he tortured the patients in 1939 at Burke Asylum. During the film, first String is killed, then Maya, followed by Tommy, school's caretaker Mackey, and Ivy. All are killed by the Doctor. In the end The Doctor chases Madison and Holt through a tunnel, an abandoned factory, and the woods until Madison kills him by stabbing him in the head, causing him to lose all his power and the souls that he has taken. The movie ends with Madison and Holt walking out of the forest finally being able to have closure with their pasts.
