The film starts with the penance of Sage Bhadra who becomes a hill with the blessings of Lord Rama. In later centuries, Dammakka, the tribal lady and worshiper of Lord Rama unearths and looks after the idols of Rama on the hill and awaits someone who can construct a temple there. On the other hand, Gopanna and his cousin Kamala fall in love and marry after a small conflict with their parents. After the marriage, Tanisha, the emperor of Golconda, with the recommendation of Akkanna and Madanna (the uncles of Gopanna), appoints Gopanna as Tehsildar of Husnabad. Thus, a Muslim who had been the Tehsildar to the place is dethroned for the sake of Gopanna. That ignites disgust among a few groups who attempt to murder Gopanna. However, Dammakka saves him while he lies unconscious on the bank of Godavari. She shows him the place of Bhadragiri and Gopanna becomes an ardent devotee of Rama. After a series of incidents, he decides to construct the Rama Mandir on the hill. He collects funds from people and with the help of Kabirdas, his guru, completes the construction of the temple. Lord Rama, Lakshmana, Seetha and Anjaneya live in invisible forms in the place during the construction. They keep on guarding Gopanna until he accomplishes his mission. Venkateswarlu (Venkatesh) arrive at the town and gets appointed as a Telugu lecturer in the junior college where he completed his education. He is fooled by the students headed by a brilliant but mischievous student Roja (Aparna). Venteswarulu is irritated by her indiscipline and finds fault for whatever she does. But this does not stop Roja to crack pranks on him. Thukaram (Brahmanandam) classmate of Venkateswarlu who is still studying as a student for so long years and some other students create a fake love letter on the name of Roja and keeps it in Venkateswarlu's desk. Venkateswarlu misunderstands that, it is also one of the pranks of Roja and warns her and gives the letter to her. But Roja considers that he wrote the love letter and falls in love with him. Roja's classmates repeat the mischief again and again and Venkateswarlu misunderstands it as Roja's mischief and complaints to Principal (Kota Srinivasa Rao) because of which Roja is suspended without any chance to defend herself. Manchi Donga, has Chiranjeevi as Veerendra who liked by one and all. Even though he is a thief, Veerendra he follows certain principles. Suryam and Chandram are father and son who are involved in an illegal occupation. Madhavi (Suhasini) who is a lawyer, meets Veerendra and she is attracted towards him for his kindheartedness towards poor people. Vijaya (Vijayasanthi), a friend of Madhavi enters the city as a police inspector. She warns Veerendra for his activities but Madhavi supports him. Once Veerendra steals an evidence from Gannayya, who is also a corrupt person and this has all the details of the activities of Suryam and Chandram. He hands it over to inspector Vijaya. She is very much impressed with his deed and now develops a soft corner for him. After a couple of songs, veerendra decides to marry Vijaya, while Madhavi sacrifices her silent love for her friend. Veerendra surrenders to the police and is sent to jail. He studies in jail and becomes a police inspector. After his release, he deals with anti-social elements with iron hand and also gets sword of honour for his efforts.
