The story is based on the missions of hurricane hunters who locate and track hurricanes.
Synopsis
Meteorologist Leah Kaplan (Daryl Hannah) and her team of National Storm Center (NSC) scientists set out from Jacksonville, Florida on a routine tracking mission to gather data on Hurricane Josephine, forming up over the Atlantic Ocean. Along with Leah, technician Tommy Cramer (Terry Chen) and meteorologist Steve Pastor (Sean Bell) have been joined by a reporter, Ryan Stewart (Dylan Neal) gathering information on a feature article on the hurricane hunters. Both Leah and Tommy worry that Steve, recently furloughed because of a drinking problem, will be unreliable. Ryan also is an unnecessary complication to the flight as he continually probes for details about the mission and Leah's background and motivation.Actors

Fifteen years after surviving the events of The Hitcher, Jim Halsey (C. Thomas Howell) now works as a police officer. On the flight of Maiden 1, the first American supersonic transport, Captain Jim Walsh (Robert Reed) is the assigned pilot on an attempt to set a world speed record from New York to Paris. On September 11, 2001, Port Authority Police officers John McLoughlin and Will Jimeno are patrolling the Port Authority Bus Terminal in Midtown Manhattan when they see a plane fly dangerously low overhead. As all of the police officers return to the station, they see on TV that the North Tower of the World Trade Center has been hit by the plane. Sergeant McLoughlin assigns many of the officers to assist in a precautionary evacuation attempt of the North Tower and they board a Metropolitan Transit Authority bus. On the bus, they hear reports that the South Tower is also hit by another plane. When they arrive at the World Trade Center, they realize the extent of the disaster, and see one of the victims jump out of the towers to certain death. The men proceed to get safety equipment from Building 5 and enter the concourse between the towers.

On a beach in Australia, two American surfers say goodbye to each other as one is about to leave for his flight back to California. The two men don't notice the large number of dead birds on the beach. On the flight, the surfer returning home starts coughing up blood and dies before the plane can land. Back in Australia, the other surfer is found dead in his apartment. Kayla Martin (Tiffani Thiessen) is a medical doctor with the Centers for Disease Control and Prevention (CDC) who has been assigned to the case. She and the local officials carry the body of the surfer out of the plane and start processing people to be put in quarantine until they can be evaluated for exposure. During the transfer, one of the passengers escapes to complete a business deal and unknowingly spreads the virus throughout Los Angeles. It is also revealed that outbreaks of the so-called "riptide virus" (as it comes to be known), an offshoot of the bird flu, are occurring in other cities around the world.
