The film was released on direct-to-DVD in the United States on July 15, 2003.
Synopsis
Fifteen years after surviving the events of The Hitcher, Jim Halsey (C. Thomas Howell) now works as a police officer. He has recently been suspended for using excessive force on a kidnapping suspect, and decides to visit retired Captain Esteridge in Texas to talk about his lingering mental issues on what happened to him. Jim's girlfriend, Maggie (Kari Wührer), is unaware of Jim's past and pleads to come along.Actors

Karen hitches a ride in Frank's car after hers breaks down. The violent Frank is travelling with his abused wife, on his way to sell stolen computer chips. Following a discussion, he suspects his wife is being unfaithful, leading to violence and a tragic series of events. Karen escapes, reaching a lab where a scientist has invented a time machine, and she returns by accident some minutes before the violent events. She tries to make things better, but instead makes things worse. Each time she goes back in time to interfere, she causes a worse outcome than before. Eventually Karen uses the machine to go back as far as it can take her and refuse Frank's offer of a ride in the first place. Without her interference, Frank is killed by his wife.

The film begins with a trucker at a truck stop in an unspecified rural location. It is night time and in a heavy rainstorm, and a hooker gets into a large, black Peterbilt and offers her "services" to the trucker inside. The trucker is revealed to be Rusty Nail (Mark Gibbon), when he recites his phrase "I like the rain. Keeps everybody inside and washes everything clean". He asks the hooker to go out into the rain to get wet. When she is unnerved by this strange behavior and states she is leaving, Rusty Nail locks the doors and asks her to leave through the open window. He then shuts the window up half way as she is clambering out, trapping her with half her body hanging outside the truck. Rusty Nail then drives off, decapitating the hooker as he drives alongside a trailer attached to the truck.

Jim Halsey, a young man delivering a car from Chicago to San Diego, spots a man hitchhiking in the West Texas desert and gives him a ride. The hitcher, John Ryder, is brooding and evasive; when Jim passes a stranded car, however, Ryder forces his leg down on the accelerator. Ryder calmly states he murdered the driver and intends to do the same to Jim. Terrified, Jim asks what Ryder wants. He replies, "I want you to stop me." Ryder strokes Jim's face with a knife while telling him to say, "I want to die." When Jim realizes that Ryder never put on his seat belt and the car's passenger door is ajar, he shoves him out of the door.

Fin Shepard and his ex-wife April Wexler are flying to New York City to promote How to Survive a Sharknado and Other Unnatural Disasters, a book April has written about the Los Angeles sharknado. As the plane comes in for a landing through a storm, it is battered by airborne sharks, losing an engine. Sharks enter the plane, killing passengers and crew, including both pilots. While Fin successfully lands the plane, April's hand is bitten off by a shark while she attempts to shoot it with an air marshal's handgun.

A police officer fails in chasing a drug dealer in Los Angeles, so his boss Hugh Janus transfers him to Hawaii for disciplinary reasons. On the island some former female students are just gathering in a luxury hotel. The young ladies once belonged to the sorority "Omeaga Kappa Omega" and are now invited to an erotic photo shoot which is organised by Derek Simmons, the editor of the Cavalier Magazine. Shortly after their arrival, Terri Walker, one of the former students, is strangled in the pool while her friend William Culp is absent for some minutes. Detective Newman begins to investigate the murder together with his new colleague Julie Seska and the coroner Ferguson. Next to Terri's corpse they find a document which resembles a final examination certificate and has the imprint "Failed" on it. William tells them to observe Derek Simmons very closely.

In 1932, a luxury yacht is sailing through a channel off the western coast of South America. The captain is worried about the channel lights not matching the charts, but is quickly dissuaded from changing course by the wealthy passengers for the sake of time, including famous big game hunter and author Bob Rainsford (Joel McCrea). An armed gunman causes a hostage situation at a Los Angeles grocery store. When negotiations between him and the law fail, Marion Cobretti (codenamed "Cobra"), a member of an elite division of the Los Angeles Police Department known as the "Zombie Squad", is summoned to the scene. In the end of the 70's, the dysfunctional Kenneth Bianchi lives with his mother and is obsessed with joining the police force. When his application is refused, his mother sends him to Los Angeles to live with his sadistic cousin Angelo Buono. Kenneth unsuccessfully tries to join LAPD, and Angelo convinces him to start a prostitution business with him. They force two girls from Tucson to work for them, but their competitors destroy their business and steals their money. The frustrated Kenneth and Angelo decide on revenge against a prostitute, and Kenneth strangles her, feeling a great pleasure with her death. The two cousins become addicted to death, initially killing prostitutes and then attacking single women, dumping their bodies on the hill.
