Superman/Batman: Public Enemies is a 2009 original direct-to-video animated superhero film adaptation of "Public Enemies"—the opening story arc of DC Comics' Superman/Batman—which focuses on Superman and Batman teaming up to prevent a meteorite from striking Earth and take down Lex Luthor, who has been elected President of the United States. The film is the sixth in the line of the DC Universe Animated Original Movies line released by Warner Premiere and Warner Bros. Animation. Voice actors from the DCAU reprised their roles, although it is not a DCAU production and is said not to be connected with that universe beyond sharing of voice actors.
Synopsis
LexCorp's CEO, Lex Luthor, has been elected President of United States during a severe nationwide economic depression. Under his leadership, the economy begins to thrive, and he assembles a force of government-employed superheroes consisting of Captain Atom, Katana, Black Lightning, Power Girl, Starfire, and Major Force. Meanwhile, Superman and Batman maintain their distrust toward Luthor.Actors

The Justice League, with assistance from Cyborg, stop the Royal Flush Gang as they attempt to rob a diamond vault using complex technology that allows them to pass through solid objects. Wonder Woman uses her lasso of truth on the leader to find out who gave them the technology. The leader, despite being under the influence of the lasso, says that he doesn't know who gave them the technology. Martian Manhunter uses his mental powers to scan the minds of each member of the gang, none of them know the origin of the device. Meanwhile, Vandal Savage plots to exterminate the greater part of the human population and start a new civilization, having discreetly given the technology to the Gang in order to test it. To ensure that the Justice League is unable to stop him, Savage hires Mirror Master, who hacks into the Batcomputer and steals contingency plans devised by Batman to incapacitate his League teammates should they ever go rogue. When Mirror Master asks if he wants him to find Batman's true identity, Savage declines stating that he already knows the true identity of Batman. Savage assembles Mirror Master and a group of other supervillains (consisting of Bane, Cheetah, Ma'alefa'ak, Star Sapphire, and Metallo) with personal vendettas against the heroes and pays them to simultaneously attack the members of the League using the stolen plans, albeit altered to be lethal. When the supervillains agree with Savage's plan, he welcomes them to the Legion of Doom.

Weeks after the events that led to Lex Luthor's arrest, the impeachment of his presidency, and Batman's success in saving the world from the impact of an arriving meteor, a spaceship lands in Gotham City Harbor. While Batman investigates the sunken craft, a young girl with no knowledge of English or any other human languages emerges from the water and accidentally crashes Batman's boat. Three longshoremen find her where she attacks two of them in self-defense while the third one just gives up his coat to her in order for her to cover up. She accidentally causes all sorts of havoc with her Kryptonian-like powers until the Dark Knight exposes her to a piece of Kryptonite while Superman gives the blimp that she unknowingly used her heat vision on a water landing.

Bruce Wayne and Lex Luthor are both nominated for the Man of the Year award, and Wayne wins. As he is making his speech, the Joker breaks in with the Riddler, Harley Quinn, the Penguin, Two-Face, Poison Ivy, Bane, Catwoman, and steals the award, as well as money and gems. Batman arrives and stops everyone except the Joker, who escapes on his boat, but Robin's helicopter picks up Batman. When the rope holding Batman is broken, he calls in the Batwing and defeats the Joker. Meanwhile, Luthor is running for president, but his poll figures are terrible. He learns that the Joker knows how to produce more Kryptonite, and can make a gas that makes people love him, which will help Luthor win the election and defeat Superman. He breaks the Joker out of Arkham Asylum and promises him the use of Luthor's De-Constructor weapon to defeat Batman by dismantling all his gadgets and vehicles.

In the present day, Lex Luthor and his Legion of Doom try to use cryogenic rays from orbital satellites to expand the Earth's polar ice caps in the Arctic Ocean, causing a massive drop in sea levels and creating new islands they intend to rule. Superman and the Justice League confront the Legion, dividing their forces to fight the Legion and destroy the satellites. In the ensuing space battle, Robin purposely crashes his spacecraft into the satellite array. Refusing to accept defeat, Captain Cold overloads the remaining satellite, which falls back to Earth and entombs Luthor in an ice sheet shortly before the satellite explodes. The League is triumphant and believes Luthor to be dead.

In Neo-Gotham City, the Joker mysteriously resurfaces after having disappeared 35 years ago, taking over a faction of the criminal gang Jokerz. On his orders, they steal high-tech communications equipment. Despite the intervention of Terry McGinnis (Bruce Wayne's successor as Batman), the Joker escapes. Bruce insists that the Joker must be an impostor, claiming to have witnessed the Joker's death after their last battle. Unwilling to let Terry face the Joker—impostor or not—Bruce demands that he return the Batsuit. The Joker attacks Bruce in the Batcave, leaving him for dead. Terry, after fending off an attack from the Jokerz, finds Bruce near dead from the Joker's trademark toxin and quickly administers an antidote, tending to Bruce with the help of Barbara Gordon, who is now the commissioner of the GCPD.

A new heroine has arrived in Gotham whose identity is a mystery— even to Batman. During patrol, the Dynamic Duo spots her trying to stop one of Penguin's shipments on Gotham's interstate, using a plasma rifle to send the Penguin's truck with its driver off the bridge. Lois Lane and Jimmy Olsen are sent to one of Lex Luthor's laboratories after Brainiac arrives on Earth on a meteor, successfully dodging the attempts made by Luthor's satellite to destroy any potential damage to the Earth (in an attempt to boost his popularity against Superman as the true hero of the people). Superman shortly arrives and finds Brainiac downloading data from the computers with information relating the various forms of weaponry from LexCorp, including the laser-equipped meteor shield that had attempted to destroy Brainiac earlier. Using his ice-breath, Superman is able to seemingly destroy Brainiac, after Superman and Brainiac had engaged in battle.
