In the late 2010s, after the Terror War has destroyed much of civilization, 8 megacorporations survived and divided up the world around them; the biggest being Tekken Corporation, which controls North America. In order to placate the masses, the corporation's Chairman, Heihachi Mishima, sponsors the King of Iron Fist Tournament, or Iron Fist - in which fighters from the 8 corporations battle until one is left standing and receives a lifetime of stardom and wealth. In contrast to the rich and lust Tekken City, there is the slum area surrounding it, referred to as the Anvil.

In a post-apocalyptic future where the survivors have banded together into ninja clans, representatives of the Lost Ninja Clan – brothers Cage and Surge, deaf-mute Sky, Trillion, and Mar – are called to an underground bunker to attend a peace conference. Each of the ninja clans has a magic power, and the Lost Ninja Clan control electricity. Fumitaka, a respected clan leader, believes that the disparate ninja clans are under threat by an external force. He proposes that they band together in order to increase their chances of survival. Though this is well received by the assembled clans, he is assassinated at the end of his speech. Three witnesses step forward to identify Cage, the leader of the Lost Ninja Clan, as the assassin. The film takes place with the summoning of a Japanese martial artist Ken Tani (Sho Kosugi) (codenamed the "BLACK EAGLE"), assigned on a U.S. Governmental mission to retrieve a top secret laser tracking device that was on board a shot down F-111 jet. Ryu is still contemplating the death of his master, Gouken, while at the same time experiencing trouble with the "Dark Hadou" (殺意の波動, Satsui no Hadō, lit.
