Synopsis

Juan Quin Quin et son ami Jachero multiplient les aventures et les métiers les plus farfelus (clowns, démonstrateurs de foire, toreros, enfants de chœurs...). Pourchassés par les autorités, sous le règne de Fulgencio Batista, ils finissent par rejoindre la guérilla révolutionnaire. Mais, n'est-ce pas, là encore, la poursuite de leurs péripéties anticonformistes ?

L'action se déroule à La Havane, dans le nouveau quartier de Miraflores, construit en 1962 pour reloger les habitants d'un bidonville, connu sous le nom des Yaguas. Une jeune institutrice, Yolanda, doit faire face aux problèmes posés par la mentalité et les réticences d'une population jusque-là habituée à vivre dans la marginalité. Elle est aussi amoureuse de Mario, qui fut, un temps, aspirant d'une société secrète et qui, désormais, se construit une nouvelle personnalité dans les brigades révolutionnaires. Au travail, les convictions idéologiques de Mario entrent en conflit avec les comportements de son meilleur ami, Humberto, plutôt hésitant et absentéiste. « Ce conflit, en milieu ouvrier, entre une nouvelle éthique qui se cherche et les anciens modèles culturels est aggravé chez Mario par un autre qui l'oppose à Yolanda, son amie et qui relève, celui-là, du machisme.

Mateo Melgarejo (played by Mario Moreno "Cantinflas") is a notary public and scribe for the illiterate people of Santo Domingo, a neighborhood north of Mexico City's Zócalo. A squatter friend asks for his help in negotiating with the land census bureau to regularize a land title. After a great deal of frustration with the government bureaucracy, he writes a letter to the cabinet minister, earning an audience with him. The minister hires Melgarejo to reform the bureau, and the appointee proceeds to lecture the officials on their duties in a democratic society. At the end, he gives up the post, returning to Santo Domingo to help its poor residents.
