The plot is very close to the original play and 1928 movie. Racketeer and mobster Nick Scanlon (Ryan) has managed to buy several of the local government and law-enforcement officials of a large midwestern American city. However, he can't seem to touch the incorruptible police captain Tom McQuigg (Mitchum), who refuses all attempts at bribery. The city’s prosecuting attorney, Welch (Collins), and a police detective, Turk (Conrad), are crooked and make McQuigg's job as an honest officer nearly impossible.![Algiers](/imagesen/small/420.jpg)

Pepe Le Moko (Boyer) is a notorious thief, who, after his last great heist, escaped from France to Algeria. Since his escape, Moko became a resident and leader of the immense Casbah, or "native quarter", of Algiers. French officials arrive insisting on Pepe's capture are met with unfazed local detectives, led by Inspector Slimane (Calleia), who are biding their time. Meanwhile, Pepe begins to feel increasingly trapped in his prison-like stronghold, a feeling which intensifies after meeting the beautiful Gaby (Lamarr), who is visiting from France. The story begins in 1937 Austria, before the German occupation which would arrive the following year. Josef Steiner (Fredric March) is a middle-aged German veteran who has been an ideological opponent to the Nazi regime from its inception and already escaped from two years in a concentration camp. He's in hiding in a dodgy Austrian boarding house with young Ludwig Kern (Glenn Ford in an early and outstanding performance), a bewildered 19-year-old German from a prosperous family that was found to have Jewish forebears when the Nazis came to power and now "half-Aryan," are abruptly deprived of their German citizenship and passports, rendered stateless and ordered to leave the country.
