Une catastrophe industrielle a frappé une île sur laquelle vivent Birdboy, jeune garçon-oiseau, et son amie Dinky, une jeune souris adolescente et incomprise par sa famille. La mort des poissons, principale source de travail, a créé une grande vague de pauvreté. De plus, les ordures de toutes sortes s'accumulent rendant chaque jour l'île de plus en plus invivable. Dinky décide avec ses amis, Sandra et le petit renard, de s'enfuir vers la ville. Elle espère secrètement que Birdboy va les rejoindre dans leur périple, mais ce dernier a des ennuis avec la police qui a, quelques années plus tôt, abattu son père car il vendait de la drogue pour survivre à cause de la perte de son emploi.

Twelve-year-old Goku seeks out Master Roshi to ask to be accepted as a student, while the little monk, Krillin, arrives for the same reason (and uses a porno magazine as a bribe). Roshi sends them on a quest far to the west, where "five mountains stand, called the 'Devil's Hand'." Inside a castle, there lies the legendary, and beautiful, "Sleeping Princess." Whoever brings back the Sleeping Princess will become Master Roshi's student. The two boys set out, and Krillin uses all the standard tricks to trip Goku up.

The film is set in the 23rd century, when companies are now surveying distant planets for mining rights. The Sincam corporation is investing a relatively new planet and has hired the Saldes (a deep-space cruiser), to shuttle company surveyors to check it out. The employees consist of Hiro Takagi of the Japanese division, Dick Berry of the Australian division, the president's daughter Nancy, Dorothy Van Fallah, Morgan W. Scott, Jimmy, and Dr. Harris Mead while the crew consists of Captain Mike Hamilton, his subordinates Dular, Walt, and Carolyn, as well as the mechanics Guy and Watts. In addition, Nancy has brought her cat Lily on board. The ship allows its passengers to go into hypersleep for 20 years and only biologically age one year.
