The film starts with a female cat Betsey Trotwood (voiced by Andrea Martin) impatiently making her way through the Christmas festive streets of Blunderstone with armfuls of gifts. She wants to see her niece and is quite abrasive, knocking people around when they get in her way. As she passes, the film's main villains, a leonine Edward Murdstone (voiced by Michael York) and a fat mouse/rat named Grimby (voiced by Richard Dumont), are seeking new "workers" - i.e. abducting orphans and urchins from the streets.

After looking through her dead mother's diary filled with pictures of her time surfing in South Africa, Dana (Sasha Jackson) decides to leave California to travel there, surfing everywhere her mother did as well as Jeffreys Bay, where her mother always wanted to surf but never did. Dana leaves while her father (Gideon Emery) is away on a business trip taking a wooden carving with her. On her plane ride there, she meets Grant (Chris Fisher) and he tells her to look him up if she is in his area. After landing, Dana gets on a bus headed for the beach and is followed by a man that tries to take her backpack. When he tries to sit next to her, she calls to a girl around her age that just boarded the bus saying she saved her a seat. Pushy A.K.A Dan Wigmore (Elizabeth Mathis) introduces herself and they go surfing together after Dana puts her backpack in a locker. On the water they meet Tara (Sharni Vinson), a stuck-up Roxy surfer. After some confrontation, Pushy leaves and Dana beats Tara for a wave. One the next wave Tara cuts in on Dana, causing her to break her board that was her mother's and can't be replaced.

In 1983, Mason Storm, a Los Angeles police detective, investigates a mob meeting that takes place by a pier. He records a shadowy figure who assures the mob they can rely on his political support. The story is told in flashback. CIA agent Marcus Jones recounts his final mission in the form of a confession to a Catholic priest. A priest practicing the Voodoo arts resurrects Matt Cordell (Robert Z'Dar), who takes his badge and comes back from the dead to do his bidding. Meanwhile, a pair of cameramen who are hoping to make it big come across a convenience store robbery, where a police officer named Katie Sullivan (Gretchen Becker) intervenes in a hostage situation; she manages to wound the suspect but realizes that the clerk is his girlfriend, and she had let him in purposefully to rob the store. There is a crossfire, and while Kate is severely wounded, she ends up killing the clerk in return. When rushed to the hospital, she is rendered comatose and brain dead, much to the chagrin of investigating officer Sean McKinney (Robert Davi). McKinney catches the report of Katie using excessive force in a hostage situation, which portrays the clerk as an innocent victim and threatens to free the badly injured Frank Jessup. Meanwhile, stalking Katie's progress, Cordell goes to the hospital to watch her. He kills one of her supervising physicians with defibrillator paddles, then exposes to high amounts of X-Ray radiation the physician set to sign the warrant to cut Kate's life support. The reporters who had framed Kate are then murdered, as well.
