The Roman businessman Philip (Totò) can not standthat his possessive and domineering wife (Ave Ninchi) wants to require its own lifestyle. Franco and Ciccio are two street artists of Sicily; after failing in a lot of debt, they are forced to flee to America. There they are immediately enrolled, since the Second World War has just broke out. Becoming experienced skydivers, Franco and Ciccio are sent on a secret mission to Germany to ascertain the situation in Nazi concentration camps. Nick Moroni (Remo Germani), a young singer called up, learns that his wife Catherine (Alicia Brandet) from which separate lives, is about to leave for America bringing with her the son born of their union; so he abducts the baby and takes him to the police station, charging the soldier Piscitello (Franco Franchi) to keep him well hidden. The terrible sergeant Camilloni (Ciccio Ingrassia), discovers the child and is led to believe that he left him a woman with whom he had an affair in the past and, convinced that he is the father of the creature, asks Piscitello to keep he hidden from the eyes of all. Piscitello naturally takes advantage of the situation to blackmail the sergeant, demanding concessions to no end and subjecting him to harassment of any kind .

Sen. Gianni Puppis (Lando Buzzanca) arrives at Rome's airport to greet the female president of the Republic of Urania. Puppis, a hot contender for the next Italian Chief of State, is captured on unedited and unaired news-film furtively groping the bottom of the esteemed lady visitor as she greets the Italian press. No one notices the incident, and the victim is unsure who was responsible due to the crowd gathered around her. The TV film editor (Janos Bartha) studies the film with a colleague and remarks, "but he's queer!" Still photos of the incident fall into the hands of a highly unorthodox priest called Father Lucian (Renzo Palmer), an old college friend of Puppis. He arranges a meeting with the bemused politician in a confessional booth and then demands blackmail money for the pictures. Puppis is furious, but mystified, for he cannot remember anything about the incident. He leave the confessional booth refusing to pay. That night, Puppis has a strange dream which a naked young woman (Eva Czamerys) beckons him, superimposed over the circular plaza of St. Peter's Basilica and the Vatican.

The young emperor Nero proves himself spoiled, childish and unable to cope with the government of Rome. The domineering mother Agrippina and the wise philosopher Seneca try to make change the personality of the emperor, but nothing can makes Nero is a wise and honorable regent. Agrippina then take advantage of a poetic and theatrical failure of Nero to kill him and take over the government of Rome. Seneca initially supported the woman, but then a double game and Nero warns about the conspiracy. Agrippina, smart, lays the blame on the Christians and of Seneca, who could be sentenced to death.
