The Thirteenth Floor is a 1999 science fiction crime thriller film directed by Josef Rusnak and loosely based upon Simulacron-3 (1964), a novel by Daniel F. Galouye. The film stars Craig Bierko, Gretchen Mol, Armin Mueller-Stahl, Vincent D'Onofrio, and Dennis Haysbert. In 2000, The Thirteenth Floor was nominated for the Saturn Award for Best Science Fiction Film, but lost to The Matrix.

Despite receiving generally negative reviews upon its release, the film is now considered a cult classic.

Synopsis

In late 1990s Los Angeles, Hannon Fuller (Armin Mueller-Stahl) owns a multibillion-dollar computer enterprise and is the inventor of a newly completed virtual reality (VR) simulation of 1937 Los Angeles, filled with simulated humans unaware they are computer programs. When Fuller is murdered just as he begins premature testing of the VR system, his friend and protégé, Douglas Hall (Craig Bierko), who is also the heir to the company, becomes the primary suspect. The evidence against him is so strong that Hall begins to doubt his own innocence.

In the last two days of 1999, Los Angeles has become a dangerous war zone. As a group of criminals rob a Chinese restaurant, the event is recorded by a robber wearing a 'SQUID', or "Superconducting Quantum Interference Device", an illegal electronic device which records events directly from the wearer's cerebral cortex, and when played back through a MiniDisc-like device called a "deck", allow a user to experience the recorder's memories and physical sensations. Lenny Nero is a former LAPD officer turned black marketeer who deals in bootleg SQUID recordings. His main supplier, Tick (Richard Edson), tries to sell the robbery clip to him. Lenny eventually agrees to buy it at a reduced price, having to cut out the last part where the rig records the robber's death by falling; clips that record the wearer's death are known as "blackjack" (snuff) clips, because the experience is described as "jacking into the big black" by Tick.

Most live from hand to mouth in enclaves known as "market-towns" or "dog-towns", scrounging out a bare subsistence harvesting hardy crops, raising dogs as food, and trading in trinkets from the past.

In the near future war rages across the fictional Republic of Gilead and pollution has rendered 99% of the population sterile. Kate is a woman attempting to emigrate to Canada with her husband and daughter. While attempting to take a dirt road, they are caught by the Gilead Border Guard, who orders them to turn back or they will open fire. Kate's husband uses an automatic rifle to draw the fire, telling Kate to run, but he gets shot, Kate gets captured, whilst their daughter wanders off into the backcountry confused and unaccompanied. The authorities take Kate to a training facility with several other women, where they are all trained to become a Handmaid, a concubine for one of the privileged but barren couples who rule the country's religious fundamentalist regime. Although she resists being indoctrinated into the cult of the Handmaids, mixing Old Testament orthodoxy and misogyny with 12-step gospel and ritualized violence, Kate is soon assigned to the home of the Commander and his cold, inflexible wife, Serena Joy. There she is renamed "Offred" - "of Fred".

In April 2054, Washington, D.C. has a special police force called PreCrime that stops murderers before they act. Murders are predicted using three Precogs, mutated humans who "previsualize" crimes by receiving visions of the future. Over the past six years, PreCrime has successfully reduced the city's murder rate to zero, and the Federal government is on the verge of adopting it, even though the public finds it controversial. Captain John Anderton (Tom Cruise), the head of PreCrime, has been suffering from drug addiction since the unresolved disappearance of his son, Sean, which led to his wife, Lara (Kathryn Morris), divorcing him. With PreCrime poised to go nationwide, the system is being audited by Danny Witwer (Colin Farrell), an agent from the United States Department of Justice. In the middle of the audit, the Precogs generate a new prediction, one saying that Anderton will murder a man named Leo Crow in thirty-six hours. Anderton does not know Crow, but flees the area as Witwer begins a manhunt.

In deep space, a race of gelatinous creatures abandon their dying world. Pushed through space by the solar wind, they make their way to Earth and land in San Francisco. Some fall on plant leaves, assimilating them and forming small pods with pink flowers. Elizabeth Driscoll (Brooke Adams), an employee at the San Francisco Health Department, is one of several people who bring the flowers home. The next morning, Elizabeth's boyfriend, Geoffrey Howell, DDS (Art Hindle), suddenly becomes distant, and she senses that something is wrong. Her colleague, health inspector Matthew Bennell (Donald Sutherland), suggests that she see his friend, psychiatrist Dr. David Kibner (Leonard Nimoy). While driving to a book party Kibner is attending, they are accosted by a hysterical man (Kevin McCarthy, in a direct homage to the original film). The man runs off, and is soon seen dead, surrounded by a crowd of emotionless onlookers. At the party, Matthew calls the police about the incident, and finds them strangely indifferent. An agitated party attendee starts declaring that her husband is not her real husband. Kibner works to reconcile them. He also suggests that Elizabeth wants to believe that Geoffrey has changed because she is looking for an excuse to get out of their relationship.
