Set in Rome and its surroundings, the film tells in a frighteningly realistic, ruthless and grotesque the evil of two powerful men of Italy in the seventies: a Director of illegal buildings (Vittorio Gassman), extremist fascist, and an upright judge, cynical looking in part to the Italian law (Ugo Tognazzi). Both can not stand each other, given the contrasts between the two men in any social, political and philosophical. Everyone hates each other and would like to delete it, but just because of the bad example that the two men give power to the people, many Italians are adversely affected because of cheating and rudeness of the fascist manufacturer and the communist magistrate. The director Dino Risi underlines the misdeeds and the weakness of the Italian people to react accordingly, by focusing on the story of these two men who are each other's opposite of the net.

A blind Italian captain, accompanied by his aide Ciccio, who has been assigned to him by the army, is on his way from Turin to Naples to meet with an old comrade who was also disfigured in the same military incident. Unknown to his aide, the Captain means to fulfill a suicide pact there. While they journey, the Captain asks Ciccio to help him spot beautiful women. Unsatisfied with the boy's descriptions, he uses his nose instead, claiming that he can smell a beautiful woman. During their journey, he carries with him a picture of his beloved Sara, whom he could not bear to have see him disfigured and helpless. The suicide pact is eventually thwarted once Sara enters the picture, and the boy Ciccio does some much-needed growing up.

En Italie, la loi 180 du 13 mai 1978 supprime la détention des malades mentaux en hôpital psychiatrique. Après dix-huit ans passés en hôpital psychiatrique, Augusto Scribani revient chez lui. The film is set in Rome in 1922. Two friends returning from the First World War, Rocchetti and Cavazza, participating in the Fascist Party, are convinced that the movement and the leader Mussolini can guarantee a period of peace, growth and stability in an Italy torn destruction of the bombs. Gerardo, an aspiring actor, trying unsuccessfully to cross over from comedy to tragedy, is involved, due to his ability to mimic dialects of Italy, in a scam concocted by Lallo against a rich cloth-merchant. His inexperience means that he is the only one to be arrested and sentenced to several months in prison, where he encounters a vast array of petty criminals, devoted primarily to scams of various kinds.
