In Phoenix, Arizona, Harry Collins is a cop whose compulsive gambling has indebted him to a local gangster, Chicago. As his losses mount and time counts down, Collins resorts to exploiting a young woman, Veronica, that he has picked up to distract his friends in a poker game. Despite the successful distraction, he still loses, and he rejects Veronica's sexual advances, as he considers her to be bad luck. When Collins drops her off at her house, Veronica's mother sees her daughter in tears and glares at Collins. Collins later tracks down Veronica's mother, Leila, and defends himself, stating that he did not have sex with her. Unimpressed, Leila rebukes him, which causes him to reassess his behavior and offer a sincere apology. Surprised by his apology, Leila slowly warms to Collins, and they begin a romance. Having lost his lucky lighter, Collins asks her for a keepsake, but Leila tells him that he must make his own luck and avoid whatever trouble in which he's become involved.

Santiago Muñez is a skilled footballer. The son of a gardener who lives in a barrio section of Los Angeles, Santiago works as a busboy in a Chinese restaurant and helps with his father's gardening business. His ultimate dream is to play football professionally. Due to his poverty and the fact that he plays solely for a club made up of Hispanics from a local car wash, he feels his chances are slim. Santiago is noticed by Glen Foy (Stephen Dillane), a former Newcastle United player who works as a car mechanic but still has ties to his old team. Glen arranges to get Santiago a tryout with Newcastle United, who recently signed talented new player Gavin Harris (Alessandro Nivola). Needing to get to England, Santiago begins to save his money in an old shoe, but his father finds the stash and takes it to buy a GMC truck to allow them to work for themselves. His dream is not lost though, as his grandmother sells off her jewellery to buy him a ticket to England.

By the 2080s, much of Earth has become an uninhabitable wasteland. While some humans manage to survive in the wasteland, the majority of humanity resides in huge Mega-Cities with populations of tens of millions, where the traditional justice system has been replaced by a corps of Judges whose role combines those of police officer, judge, jury, and executioner. The most dedicated "Street Judge" in Mega-City One is Joseph Dredd (Sylvester Stallone), who assists rookie Judge Hershey (Diane Lane) in ending a block war. A body is discovered on a collective farm during harvesting in 1982. A subsequent search of adjacent woods, authorized by newly installed official, Viktor Burakov, turns up seven more bodies in varying stages of decomposition. The film tells the story of the subsequent eight-year hunt by forensic specialist Burakov for the serial killer responsible for the mutilation and murder of over 50 people, 35 of them below the age of 18. Marion Crane steals $400,000 from her employer to get her boyfriend, Sam Loomis, out of debt. She flees Phoenix, Arizona, by car.
